According to the National Center for Hydro-Meteorological Forecasting, on the night of November 25, typhoon KOTO entered the eastern sea of the central East Sea, becoming the 15th typhoon in the East Sea in 2025. At 7:00 a.m. on November 26, the center of the storm was at about 12.3°N - 118.3°E, about 440 km east of Song Tu Tay Island. The strongest wind near the center of the storm was level 8, gusting to level 10, moving northwest at a speed of about 25 km/h, with the potential to strengthen and head toward the Central region.
In addition, according to the forecast of the Central Hydrometeorological Station, on November 26-29 and December 4-5 in Da Nang city there will be rain, some places will have moderate to heavy rain.
To proactively respond to natural disasters, following the direction of the Board's leaders, the Da Nang City Civil Defense Command requests armed forces units, departments, branches, People's Committees of communes, wards, special zones and related units to focus on implementing Official Dispatch No. 219/CD-TTg dated November 17, 2025 of the Prime Minister on focusing on responding and promptly overcoming the consequences of floods in the Central region.
Organize on-duty staff, regularly and closely monitor disaster forecasts and warnings, promptly inform people about natural disaster situations to proactively respond.
Deputy; ready to deploy plans to prevent and combat natural disasters. Proactively deploy work to ensure safety of people, vehicles, and property, especially for tourist spots, aquaculture, fishing, and constructions at sea, on islands, and in coastal areas.
The Military Command, the City Border Guard Command, the Department of Agriculture and Environment, the Da Nang Coastal Information Station, and the People's Committees of coastal communes and wards continue to promptly inform owners of vehicles and boats operating at sea of the location, direction of movement and developments of the storm to proactively avoid; escape from or not enter dangerous areas; proactively develop plans to ensure the safety of boats and have appropriate production plans, ensure the safety of people and property, maintain communication to promptly handle situations that may occur. The City Border Guard Command proactively reviews, counts, and manages boats going out to sea according to regulations.
The City Civil Defense Command requires units managing dams and reservoirs to inspect and monitor dams, promptly detect and handle incidents; closely monitor rainfall and water level developments in reservoirs, regularly report to superior management agencies; properly notify and inform downstream areas, and operate and regulate reservoirs in accordance with the operating procedures approved by competent authorities.

To proactively respond to the storm in the context that the province is continuing to overcome the consequences of storm No. 13 and historic rains and floods that have caused serious damage in the recent past, the Chairman of the Gia Lai Provincial People's Committee requested the People's Committees of communes and wards to continue focusing on overcoming the consequences, restoring production and business, and stabilizing people's lives according to Official Dispatch No. 20/CD-UBND dated November 24, 2025; prepare a response plan for storm No. 15 and subsequent natural disasters.
The Border Guard Command and relevant agencies and units closely monitor warning bulletins, forecasts and developments of the storm; strictly manage vessels going out to sea. Organize monitoring and counting of ships and boats operating in the storm-affected area. Notify owners of vehicles and captains of ships and boats (including transport ships and tourist boats) operating at sea of the location, direction of movement and developments of the storm to proactively avoid, escape or not move into dangerous areas; maintain communication to promptly handle bad situations that may occur.
Leaders of relevant agencies, units and Chairmen of People's Committees of communes and wards prepare rescue forces and means to promptly handle dangerous situations; Gia Lai Provincial People's Committee also requested the media to increase information about the storm's developments to authorities at all levels, owners of vehicles operating at sea and people to proactively prevent and respond.
Military Region 5 established 3 working groups to direct response to storm No. 15.
On November 26, the Military Region 5 Command said that the Military Region has issued a dispatch requesting agencies and units to regularly and closely monitor weather developments, the situation of storm No. 15 and floods; proactively mobilize forces and means to respond and participate in search and rescue.
The Military Region requested the Military Commands of provinces and cities to direct the Border Guard to coordinate with local authorities and functional forces to ensure the safety of officers, soldiers and vehicles on duty at sea; at the same time, promptly notify vehicle owners and captains to clearly understand the location and direction of the storm to proactively prevent and ensure the safety of people and property.
Colonel Phan Dai Nghia, Deputy Commander and Chief of Staff of Military Region 5, requested agencies and units to regularly monitor the area, check vulnerable points, landslides, floods, and isolation areas; pay special attention to areas recently damaged by floods; strictly maintain combat readiness regimes; closely coordinate with localities and do a good job of ensuring logistics and techniques.
The Military Region 5 Command also established three working groups to direct the localities of Gia Lai, Dak Lak and Khanh Hoa to respond to storm No. 15.
