Affirming that the deadline is November 25 for Muong Thanh ward to hand over the entire land of the dynamic road project to the Project Management Board of Dien Bien province's traffic works, at the meeting to propagate and dialogue with 16 households whose land must be recovered organized by Muong Thanh ward (afternoon of November 11), Mr. Lo Van Sinh, Vice Chairman of Muong Thanh ward People's Committee emphasized: There is no more time to delay, this will be the last meeting for the government and mass organizations to meet and mobilize. After today's meeting, any family that does not agree with the compensation plan and does not voluntarily hand over the land, the ward will be forced to carry out enforcement according to regulations. However, Mr. Lo Van Sinh still expressed his hope for the people's consensus and support so that the project can be implemented quickly.

Mr. Lo Van Sinh said: With this project and with the families present today, we have witnessed many meetings and dialogues; many families have also welcomed officials and civil servants of local organizations to meet, propagate, and explain the policies and regimes applied according to the project to ensure compliance with regulations, rights and regimes for families. As for the wishes of the people such as additional support for moving, support for renting houses..., depending on each situation, the ward and the investor have considered them in the spirit of support to the highest extent possible. Therefore, Mr. Lo Van Sinh personally as well as local officials and civil servants all hope that the people will understand, agree and voluntarily hand over the site.
Sharing the same opinion with Mr. Lo Van Sinh, Mr. Hoang Van Han, Chairman of the Veterans Association of Muong Thanh Ward, and Ms. Khoang Thi Thu Hien, Chairman of the Fatherland Front of Muong Thanh Ward, proactively explained the rights and responsibilities of citizens of the project area.
Specifying each document as a regulation on compensation and support policies that have been applied to the people, Mr. Han and Ms. Hien both affirmed: "The regulations on compensation and support are applied to the maximum extent when reclaiming land from families, so as to ensure the rights of those whose land is reclaimed and in accordance with the law. Regarding time, it is now the final stage of project implementation, so the people proactively hand over the site, creating favorable conditions for the units to implement."

With a detailed, clear and reasonable explanation, right at the meeting to propagate the land clearance on the afternoon of November 11, 15/16 households received compensation for land and assets on the land and committed to hand over the land.
Among the 15 families who agreed to receive compensation and hand over the land, there was Mrs. Lo Thi Ngoai, who had many concerns, so at the previous propaganda and mobilization sessions, Mrs. Ngoai did not agree with the land recovery and compensation plan. However, at the meeting on the afternoon of November 11, after being thoroughly explained by ward officials, civil servants and local socio-political organizations, Mrs. Ngoai clearly understood the regime, policies and understood the responsibility of a citizen in implementing the land clearance in the project area.

Discussing the results of propaganda and mobilization for site clearance for the dynamic road project of Muong Thanh ward in recent days, Mr. Lo Van Sinh, Vice Chairman of the People's Committee of the ward, said: The deadline is November 15 to hand over the entire site belonging to the project area, which is also the deadline for the ward's officials and civil servants to complete the site clearance work. There is not much time left, so the brothers in the ward must take advantage of every hour to meet, explain, and encourage people with land in the project area to voluntarily implement. With the total land area in the project in Muong Thanh ward that must hand over the site (29.02ha), up to now, the ward has approved 336/336 households with an area of 28.80/29.02ha (reaching 99%), but in fact the area handed over is 28.63ha (reaching 98.65%); The total amount of compensation and support disbursed is 79.12 billion VND.
Time is running out, so the ward staff must take advantage of every hour to meet, explain, and encourage people with land in the project area to voluntarily implement it.

For the resettlement site of the dynamic axis project, it has been approved and approved for additional adjustments for 30/30 households and 1 organization with an area of 3.2/3.2 hectares (100%) with an amount of 3.4 billion VND. Currently, Muong Thanh ward still has 1.395 hectares (belonging to the site of package 4, which is 1.321 hectares of 22 households; the resettlement site is 746.5 square meters of 1 household) that has not yet handed over the site because some households have not agreed to receive the money. But after the ward's propaganda session, on the afternoon of November 11, most households received the money and agreed to the plan. There were 7 cases where Muong Thanh ward had to issue a decision on enforcement, but along with the delivery of the decision, the ward sent officials to propagate and explain, and 6 families agreed to receive the money and hand over the site. Currently, the land clearance work of Muong Thanh ward has been resolved a lot, the progress is running smoothly.

Determined to bring the project to the finish line on time
Discussing the overall progress of the project, Mr. Nguyen Minh Tuan, Director of the Traffic Works Project Management Board, said: The dynamic road project has been approved by the Provincial People's Committee in Decision No. 984/QD-UBND dated May 31, 2021 with the goal of investing in completing traffic infrastructure to ensure synchronous connection between the basin area of Dien Bien district and the urban area of Dien Bien Phu city; creating regional links to promote the exploitation of potentials and advantages in developing agricultural and forestry production, trade services, and tourism of the key economic area in the dynamic economic zone along National Highway 279 and National Highway 12, Dien Bien province.
The total investment of the project is 1,300 billion VND from the central budget (980 billion VND) and local budget (320 billion VND); implementation period: 2021-2025. Total length of 35.37km, including: 8 urban road sections with a length of L=6.21km, fully invested according to the planning; 6 extra-urban sections with a length of L=29.16km, fully invested according to the scale of level IV mountainous roads).
The investment objective is to complete the traffic infrastructure to ensure synchronous connection between the basin area of Dien Bien district and the urban area of Dien Bien Phu city; create regional linkages to promote the exploitation of potentials and advantages in developing agricultural and forestry production, trade services, and tourism of the key economic area in the dynamic economic zone along National Highway 279 and National Highway 12, Dien Bien province.

Up to now, construction work The project has reached 77.3% of the total volume, but mainly the favorable site points (to be handed over from 2022, 2023) have been completed, including: 3 bridges over Nam Rom river; route NT1; route NT1b; main route Km15-Km19+876; branch route 1; branch route 4. For the newly handed over areas (in 2024, 2025), the roadbed construction has basically been completed and many sections have been paved with asphalt concrete, meeting the travel needs of the people.

Clarifying the reason why the project's construction progress at this time is 77.3%, Mr. Nguyen Minh Tuan said it was due to lack of land.
Mr. Nguyen Minh Tuan said: The total area of land clearance for the project is 83.28 hectares (including resettlement areas), including 1,751 households and 13 organizations. All areas that need to be cleared first are located in Dien Bien Phu city and Dien Bien district. When implementing the 2-level local government, the area of land clearance is located in 5 wards and communes, including: Muong Thanh ward 32.22 hectares; Dien Bien Phu ward 6.98 hectares; Thanh Nua commune 19.322 hectares; Thanh Yen commune 22.92 hectares; Sam Mun commune 1.84 hectares.
For a long time, the project site clearance in the old Dien Bien Phu city area was almost "stuck in place" and recently, the implementation of the arrangement of boundaries according to the two-level government has also interrupted the site clearance of wards and communes. But since the beginning of November, especially right after the instructions of the leaders of the Provincial Party Committee and the Provincial People's Committee to urge and assign responsibility for site clearance and speed up the disbursement of public investment, the wards and communes have all worked in the spirit of "rushing forward", responsibility and determination.
Therefore, the area of the receiving area increases every day. The authorities of the wards and communes of Thanh Yen, Thanh Nua, Muong Thanh, Dien Bien Phu have handed over 96.91% of the clean land; Sam Mun commune alone has completed the handover of 100% of the project area.

After the propaganda and dialogue session of Muong Thanh ward with the households on the afternoon of November 11, the basically stuck area in Muong Thanh ward was resolved; in Dien Bien Phu ward, the land of 3 families was still stuck, the Project Management Board of traffic works requested the People's Committee of the ward to urgently review the conditions for considering land allocation with land use fees without auction of Mr. Dien's family; continue to propagate and mobilize Mr. Hoa's household (in Che Phai village) and Mr. Hieu's household (not present in the area) to completely hand over the land. In Thanh Yen and Thanh Nua communes, there are only the land of 5 families that are currently being strongly directed by the authorities.
"When the commune and ward authorities are determined, the remaining problems at the site will be resolved urgently and thoroughly. On the Board's side, the staff and workers in the Board have determined the common spirit of sticking to the area, sticking to the construction site and making the greatest effort to bring the project to the finish line," Mr. Nguyen Minh Tuan affirmed.
