Hydroelectric lakes along the Da River are 'thirsty'

Hydropower plants along the Da River contribute nearly 40% of the total electricity capacity in the North, but currently 4/5 plants have temporarily stopped or are generating electricity at a low level because the reservoir is below the dead water level.
