According to Article 7 of Decree 144/2021/ND-CP, administrative penalties for violations of public order regulations are as follows:

(1) Warning or fine from VND 300,000 to VND 500,000 for one of the following acts:

- Causing public disorder in performing arts venues, places where cultural, sports , commercial activities are organized, headquarters of agencies, organizations, residential areas or in other public places, except for the cases specified in Point a, Clause 2, Point b, Clause 5, Article 7 of Decree 144/2021/ND-CP:

+ Using alcohol, beer, stimulants causing public disorder;

+ Disturbing public order while carrying primitive weapons, support tools or other tools, objects, or means capable of causing harm.

- Letting animals roam freely in urban areas or public places;

- Allowing pets, plants or other objects to encroach on roads, sidewalks, flower gardens, playgrounds, urban areas, and common living areas in residential areas and urban areas;

- Unintentionally causing injury or damage to the health of another person but not being prosecuted;

- Littering or leaving any other objects on the fence and adjacent areas to the protection target;

- Raising livestock and poultry in the apartment.

(2) A fine of from VND 1,000,000 to VND 2,000,000 shall be imposed for one of the following acts:

- Using alcohol, beer, stimulants causing public disorder;

- Organizing and participating in gatherings of many people in public places causing public disorder;

- Allowing pets to cause injury or property damage to other organizations or individuals without being prosecuted;

- Flying kites, balloons, and other flying toys in restricted areas and protected target areas;

- Using unmanned aircraft or ultralight aircraft that have not been registered for a flight license or organizing flight activities without a license or having registered but not controlling the flight at the correct time, location, area, coordinates, or permitted limits;

- Obstructing, harassing, or causing trouble for others when loading, transporting, or keeping luggage at markets, wharves, bus stations, airports, ports, railway stations, and other public places;

- Burn and release "sky lanterns";

- Not having enough records and documents to carry when operating unmanned aircraft and ultralight aircraft;

- Organizing flight activities of unmanned aircraft and ultralight aircraft when the person directly operating and using them does not meet the flight eligibility standards;

- Organizing flight activities of unmanned aircraft and ultralight aircraft when the aircraft does not meet the flight eligibility standards;

- Spraying paint, writing, drawing, pasting, attaching images, content on walls, electric poles or other locations in residential areas, public places, apartment buildings, citizen residences or other constructions without permission from competent authorities.

(3) A fine of from VND 2,000,000 to VND 3,000,000 shall be imposed for one of the following acts:

- Provocative, teasing, insulting, slandering, defaming the honor and dignity of others, except in the cases specified in Point b, Clause 2, Article 21 and Article 54 of Decree 144/2021/ND-CP;

- Organizing, hiring, inciting, luring, seducing, or inciting others to intentionally cause injury or damage to the health of others or infringing upon the honor and dignity of others without being prosecuted for criminal liability;

- Report false or untrue information to competent authorities and organizations;

- Calling the emergency numbers 111, 113, 114, 115 or the hotline of an agency or organization to harass, threaten, or insult;

- Production, storage and transportation of "sky lanterns";

- Design, manufacture, repair, maintain, test aircraft, aircraft engines, aircraft propellers and equipment of unmanned aircraft and ultralight aircraft without sufficient legal records and documents issued or registered by competent State agencies as prescribed;

- Design, manufacture, repair, maintain, test aircraft, aircraft engines, aircraft propellers and equipment of unmanned aircraft and ultralight aircraft without maintaining sufficient human resource conditions according to the license issued by the competent authority;

- Design, manufacture, repair, maintain, test aircraft, aircraft engines, aircraft propellers and equipment of unmanned aircraft and ultralight aircraft without maintaining adequate conditions on equipment, means, tools, workshops, and yards according to the license issued by the competent authority;

- Design, manufacture, repair, maintain, test aircraft, aircraft engines, aircraft propellers and equipment of unmanned aircraft and ultralight aircraft that do not ensure security and safety standards and environmental conditions as prescribed by law.

(4) A fine of from VND 3,000,000 to VND 5,000,000 shall be imposed for one of the following acts:

- Organizing, inciting, luring, seducing or inciting others to cause disturbances or disrupt public order;

- Carrying or storing, concealing primitive weapons, support tools or other tools, means capable of causing harm; objects, means of transport for the purpose of disturbing public order, intentionally causing injury to others;

- Taking advantage of democratic freedom, freedom of belief and religion to organize, hire, incite, entice, entice, or incite others to infringe upon the interests of the State and the legitimate rights and interests of organizations and individuals;

- Disturbing or obstructing the normal operations of agencies and organizations;

- Organizing or participating in illegal gatherings of people at Party agencies, State agencies or prohibited locations and areas;

- Dumping or throwing waste, dirt, chemicals, bricks, soil, rocks, sand or other objects into houses, residences, people, objects, or property of others, into headquarters of agencies, organizations, workplaces, production and business places, targets, or guard towers protecting targets;

- Entering the target, illegally guarding the target;

- Using unmanned aircraft and ultra-light aircraft to hang flags, banners, drop leaflets, and broadcast propaganda outside of flight permit regulations;

- Writing, disseminating, circulating documents and images with distorted, fabricated, or slanderous content that affects the reputation of agencies, organizations, and individuals, except for the cases specified in Clause 1, Article 101 of Decree 15/2020/ND-CP stipulating sanctions for administrative violations in the fields of post, telecommunications, radio frequencies, information technology, and electronic transactions.

(5) A fine of from VND 5,000,000 to VND 8,000,000 shall be imposed for one of the following acts:

- Intentionally causing injury or harm to the health of another person but not being prosecuted;

- Disturbing public order while carrying primitive weapons, support tools or other tools, objects, or means capable of causing harm;

- Filming, taking photos, drawing maps of prohibited locations and restricted areas related to national defense and security;

- Molesting a person under 16 years old but not being prosecuted;

- Sexual harassment;

- Obscene, sexually stimulating in public places;

- Designing, manufacturing, repairing, maintaining, testing aircraft, aircraft engines, aircraft propellers and equipment of unmanned aircraft and ultralight aircraft whose types or quality are not consistent with the type of product registered under the license issued by the competent authority;

- Using unmanned aircraft and ultralight aircraft to launch, shoot, or drop from the air harmful objects or substances or substances containing harmful risks without permission.

(6) A fine of VND 6,000,000 to VND 8,000,000 shall be imposed for using drones and ultralight aircraft to film or take photos from the air without permission.

(7) A fine of VND 8,000,000 to VND 10,000,000 shall be imposed for the act of conducting drone and ultralight aircraft operations that are not in accordance with the content of the flight permit issued by the competent authority.

(8) A fine of VND 10,000,000 to VND 15,000,000 shall be imposed for using unmanned aircraft and ultralight aircraft without complying with the orders and commands of the agency managing, operating and supervising flight activities.

(9) A fine of VND 15,000,000 to VND 20,000,000 shall be imposed for the act of designing, manufacturing, repairing, maintaining, testing aircraft, aircraft engines, aircraft propellers, and equipment and devices of unmanned aircraft and ultralight aircraft without a license issued by a competent authority.

(10) A fine of VND 20,000,000 to VND 30,000,000 shall be imposed for the act of conducting drone and ultralight flying activities without a flight permit issued by a competent authority.

(11) A fine of VND 30,000,000 to VND 40,000,000 shall be imposed for using unmanned aircraft or ultralight aircraft to obstruct or cause unsafety to other aircraft.

(12) Administrative violations in maintaining public hygiene are handled and punished according to the Government 's Decree on penalties for administrative violations in the field of environmental protection and related legal documents.

(13) Additional penalties:

- Confiscate exhibits and means of administrative violation for violations specified in points a, d, dd and g, clause 2; point dd, clause 3; points b, e and i, clause 4; points a, b and c, clause 5; clauses 6 and 10, Article 7 of Decree 144/2021/ND-CP;

- Revoke the right to use the license of the facility that designs, manufactures, repairs, maintains, and tests aircraft, aircraft engines, aircraft propellers, and equipment of unmanned aircraft and ultralight aircraft for a period of 03 to 06 months for violations of the provisions at points h and i, clause 3 and clause 9, Article 7 of Decree 144/2021/ND-CP;

- Suspension of flight license from 03 to 06 months for violations of regulations in (6), (7), (8) and (11);

- Deportation of foreigners who commit administrative violations specified in points c, e and g, Clause 4, Article 7 of Decree 144/2021/ND-CP.

(14) Remedial measures:

- Force restoration of the original state for violations of the provisions at Point c, Clause 1, Point l, Clause 2 and Point e, Clause 4, Article 7 of Decree 144/2021/ND-CP;

- Force correction of false or misleading information for violations of the provisions at Point a, Clause 3 and Point i, Clause 4, Article 7 of Decree 144/2021/ND-CP;

- Forced public apology for violations of regulations in Point a, Clause 3, Points d and dd, Clause 5, Article 7 of Decree 144/2021/ND-CP, except in cases where the victim has a written request not to request;

- Forced implementation of measures to remedy environmental pollution for violations of regulations in Point h, Clause 5, Article 7 of Decree 144/2021/ND-CP;

- Forced to pay all medical examination and treatment costs for violations of the provisions in Point d, Clause 1, Point c, Clause 2, Point b, Clause 3 and Point a, Clause 5, Article 7 of Decree 144/2021/ND-CP.

* The above fine applies to individuals who violate the law. If an organization commits a similar violation, the fine will be doubled (According to Clause 2, Article 4, Decree 144/2021/ND-CP).
