Demand for AI applications is increasing
At the Vietnam Artificial Intelligence Forum - AI360 2025 with the theme "Building smart businesses and societies with AI" organized by the Vietnam Software and IT Services Association (VINASA) on October 9, under the auspices of the Ministry of Science and Technology (MOST), the Vietnam Artificial Intelligence Annual Report 2025 was announced.
According to a report from the Institute of Information Technology, Hanoi National University, based on a survey of nearly 500 enterprises and organizations from July 2025, AI is opening up great opportunities to promote digital economic growth, the industries leading the trend, providing AI in Vietnam include IT 31%, finance - banking (22%), Education (17%), e-commerce and healthcare (15%). Meanwhile, the demand for AI applications is increasing, especially in 5 main areas: education 23%, finance 26%, industrial production 21%, transportation 15% and healthcare 16%.

However, the biggest challenges are the lack of high-quality human resources (45% of AI providers), 23% face difficulties with data and computing infrastructure, and 30% are concerned about the lack of clear legal corridors. In AI data, 50% of providers said that data is limited or not accessible to the standard set; 51% of training facilities face obstacles with poor quality training data.
The report also pointed out a “core bottleneck” in the AI value chain: The large gap between development investment and application investment. While technology solution providers are increasing the scale of projects, with most investing from 1 billion to 3 billion VND, AI spending by application units in 5 key areas (Education, Health, Finance, Transportation, Industry) has not received much attention.
Solve specific problems about AI applications
At the forum, the content "AI in government and organization: Improving the efficiency of the 2-level government model" was discussed.
The two-tier government model and the trend of streamlining the apparatus are putting direct pressure on grassroots staff, such as: a shortage of people but a sudden increase in workload, with up to 1,065 tasks being decentralized and pushed down to the commune level.
A statistic from a business's implementation concluded: Each grassroots official, if having AI Assistant 24/7 to guide professional work according to regulations, reduces 60% of the time spent searching, improves the quality of records. Chatbots for public services, classify and automatically redirect records, and expect to process 70% are common with people. In terms of operational optimization, AI + RPA reduces 40 - 60% of processing time, forecasts workload, and coordinates personnel.
According to experts and leaders at the Forum, there are two tasks that currently occupy most of the workload of civil servants: Processing documents and reporting. For document processing, there will be assistants, AI chatbots that support multiple channels on applications, on the web or at Kiosks.
For the management and reporting system, it is necessary to have fully AI solutions with the ability to customize and flexibly meet the needs in a simple way for staff without IT expertise, completely replacing the old software system. AI will help the two-level government forecast the situation, automate processes, operations, and public services, helping the government improve the efficiency of operations and staff capacity, thereby bringing positive effects and citizen satisfaction.

Building and developing AI product capacity for Vietnamese technology enterprises
The special session on Developing product building capacity in the Gen AI era is a highlight for leaders of Vietnamese technology enterprises.
VINASA has announced the draft AI Capability Maturity Framework, a comprehensive guidance framework for technology enterprises, including key factors such as: measuring value and return on investment (ROI), data availability; core technology capabilities, innovation speed, risk management, etc. This reference framework helps enterprises evaluate and allocate resources appropriately.
According to Gartner, the two key AI technologies that are having the strongest shift are: data-ready AI and Agents. Data-ready AI are AI systems that have ready data. Meanwhile, AI Agents have proven to be effective. AI Agents increase customer support resolution speed by 11.5% or revenue per salesperson by 9.4%, according to Microsoft.

First, solve the application and management problem: Focus on transforming the mindset from testing (POC) to creating business value.
Second, standardize capacity. VINASA announced the draft AI Capacity Maturity Framework (STAIR - Strategic Transformation & AI Readiness). This is the first strategic tool to help businesses self-assess and orient their AI capacity.
Third, building a connected ecosystem: Bringing AI from the laboratory to practice, from vision to real value through activities connecting components in the ecosystem between the government - research institutes - enterprises - and organizations, and applying enterprises.
Investment capital and AI applications are also accelerating strongly.
Along with a series of specialized content, AI & CEO Networking was organized within the framework of the forum, gathering more than 100 business leaders, investors and research institutes, to promote B2B - B2G cooperation. 10 exhibition booths displayed typical AI products in trade, finance, healthcare, education and logistics, demonstrating the creativity and strong emerging domestic technological capacity.
Mr. Nguyen Khac Lich, Director of the Department of Information Technology Industry, Ministry of Science and Technology, said: Vietnam has been affirming its increasingly high position on the world AI map. According to the Global AI Readiness Index 2024 report by Oxford Insights, Vietnam ranked 59/193 countries, in the Top 5 ASEAN. Digital trust in Vietnamese society is growing strongly. According to the World AI Index 2025 (WIN), Vietnam ranked 6/40 countries, 3rd globally in terms of trust in AI, and 5th in terms of acceptance.

According to Mr. Nguyen Khac Lich, the flow of investment capital and AI applications is also accelerating strongly. In just one year, investment capital in domestic AI enterprises has increased from 10 million USD (2023) to 80 million USD (2024) - an increase of 8 times.
Accordingly, the Ministry of Science and Technology has been updating the National Strategy on AI to 2030, and is preparing to submit a draft AI Law - an important step to perfect the institution, ensuring that AI is developed transparently, safely and responsibly.
To develop AI, Mr. Nguyen Khac Lich said that it is necessary to create a market for AI. Therefore, the Government will increase public spending on AI, the National Technology Innovation Fund (NATIF) will allocate a large part of the budget to support AI applications, and at the same time implement a public procurement mechanism that prioritizes domestic digital technology solutions.
"We need to turn the domestic market into a launching pad to nurture and elevate Vietnamese AI enterprises, helping them reach out to the region and the world," the Director of the Department of Information Technology emphasized.
