In the field of Party building, the Provincial Party Standing Committee has commented on: Regulations on job descriptions, quality assessment of provincial-level leaders and managers; Regulations on public service ethics, integrity ethics, and culture of integrity to strengthen the prevention and fight against corruption and negativity; Regulations on coordination between the Provincial Party Committee's Inspection Committee and inspection, internal affairs, mass mobilization, Fatherland Front, Procuracy, and Court agencies in inspection, supervision, and Party discipline enforcement; the implementation of Conclusion No. 34-KL/TW dated April 18, 2022 of the Politburo and Instruction No. 131-HD/TW dated October 27, 2023 on the strategy of inspection and supervision work until 2030; Regulations on the criteria system for evaluating the model of "Four-good Party Cells" and "Four-good Grassroots Party Committees".

Contents on national defense and security to be considered: Regulations on coordination between the Military Party Committee and the Party Committees of communes and wards in leading the implementation of local military and national defense tasks; Regulations on coordination between the Provincial Public Security Party Committee and the Party Committees of communes and wards in inspecting, supervising and enforcing Party discipline on Party organizations and Party members of commune and wards police; Resolution on improving the quality of work in building the movement of All people protecting national security in Tuyen Quang province for the period 2026-2030.
In the socio-economic field, the Standing Committee reviewed: The provincial foreign affairs plan for 2026; approved the policy for the Provincial People's Council to issue a Resolution on decentralization of environmental career expenditure tasks and some levels of environmental career expenditure in the province; decentralization of revenue management, budget expenditure tasks and budget allocation ratio between the provincial and commune/ward levels; draft Resolution on expenditure levels and time for receiving financial support for the election of deputies to the 16th National Assembly and People's Council deputies at all levels for the 2026-2031 term.

The Provincial Party Standing Committee also gave opinions on a number of contents before submitting them to the Provincial Party Executive Committee, including: Draft Resolution on the 5-year financial plan for the 2026-2030 period; draft Resolution on the 5-year socio-economic development plan for the 2026-2030 period; and provincial Party budget estimates for 2026.
Discussing at the conference, delegates mentioned many important contents related to Party building work and socio-economic development tasks of the province in the coming time. Many opinions proposed solutions to strengthen inspection and supervision work within the Party, considering this a key solution to improve discipline and order and ensure integrity in performing public duties, especially in the context of the province implementing a new apparatus model after the merger.

In addition, delegates emphasized that the implementation of socio-economic development tasks must be associated with strengthening propaganda work to create consensus among the people, arousing the spirit of community participation, especially for major programs of the province. Many opinions suggested promoting foreign affairs activities, expanding cooperation with provinces, cities and international organizations to attract resources, creating more development momentum for potential fields.
Regarding the financial and budgetary sectors, delegates suggested that the Provincial People's Committee should have more drastic and synchronous solutions in budget collection, especially for revenue items with large potential. Along with that, it is necessary to promote the disbursement of public investment capital, focus on removing difficulties and obstacles in key projects, ensuring progress, quality and promoting investment efficiency.

Concluding the conference, Comrade Hau A Lenh, Secretary of the Provincial Party Committee, emphasized that the consideration of the submissions this time is of special importance in the context of the province implementing a new organizational model after the merger. Regarding the group of submissions on regulations, he requested the drafting agencies to continue to carefully review, closely following the Resolution of the 1st Provincial Party Congress, the practical conditions of the province and the new regulations and instructions of the Central Committee, especially the contents in the draft documents of the 14th National Party Congress to complete and ensure consistency and suitability. The presiding agency seriously accepted all the opinions of the delegates, completed the dossier in accordance with the legal order and procedures, ensuring feasibility and ease of implementation.

Regarding the group of documents to implement the resolutions of the Provincial Party Congress, the Provincial Party Secretary requested that the resolutions must clearly define the objectives, tasks, solutions, progress and responsibilities of each agency and unit; at the same time, carefully calculate the resources, coordination and decentralization mechanisms to ensure feasibility. The consolidation of documents must be carried out systematically, with full updates of new points, in accordance with the management requirements after the province's merger.
Regarding the contents submitted by the Provincial People's Committee and the Provincial People's Council, the Standing Committee of the Provincial Party Committee agrees on the policy. It is requested that the Provincial People's Council Committees closely coordinate with the Provincial People's Committee to carefully examine the draft resolutions, ensuring compliance with legal regulations, principles and procedures. The Provincial People's Committee Office, the Provincial Party Committee Office and the Provincial People's Council Office must be proactive in preparing and submitting documents, ensuring progress and quality.

The Provincial Party Secretary emphasized the need to promote decentralization and raise the responsibility of commune and ward levels, and this spirit must be clearly demonstrated in the resolutions of the Provincial People's Council. This is an important step for the two-level apparatus to operate effectively and efficiently, promoting the proactive role of the grassroots.
Regarding the foreign affairs plan for 2026, he requested the Provincial People's Committee to direct its development according to the principles of substance, efficiency, focus and key points; the proposed contents must be implemented and avoid formality. He noted the need to update new Party policies and legal regulations before submitting them to competent authorities or promulgating them.
