Wards in Nha Trang area: Maintaining urban order and aesthetics.

Building on the achievements of the resolutions and plans of the former Nha Trang City Party Committee and People's Committee regarding ensuring urban order and aesthetics, after the establishment of a two-tiered local government system, the wards in the Nha Trang area continued to issue new directives, resolutions, and plans to maintain implementation with the goal of building a civilized, modern, and sustainable urban environment.

After more than three years of implementing Resolution No. 18, dated April 28, 2022, of the former Nha Trang City Party Committee on strengthening the Party's leadership in land management, mineral resources, construction order, and urban aesthetics, with the involvement of the entire political system and the unanimous support of the people, Resolution No. 18 has truly proven effective, bringing positive changes to Nha Trang. This includes fundamentally resolving the encroachment on roads and sidewalks for business purposes, restoring clear roads and sidewalks to many streets and neighborhoods.

Following the merger of commune-level administrative units, and facing the requirement to continue developing a civilized, modern, sustainable, and environmentally friendly urban area, in order to maintain the implementation of Resolution No. 18 of the Nha Trang City Party Committee, the Party Committees and People's Committees of the wards in the Nha Trang area have issued resolutions, directives, and plans on strengthening leadership and guidance in the management of land, resources, minerals, environment, construction order, and urban order and aesthetics, contributing to the successful achievement of the goal of developing a green, clean, and beautiful city.

Mr. Ngo Khac Thinh, Head of the Economic , Infrastructure and Urban Planning Department of Nha Trang Ward, said that after the merger, the ward issued directives and plans to strengthen traffic safety and urban aesthetics. Accordingly, working groups were established to regularly patrol, inspect, and handle violations of traffic safety, urban aesthetics, and environmental sanitation on main roads such as Tran Phu, Hung Vuong, Nguyen Thi Minh Khai, Le Thanh Ton, the Cho Dam area, and the Xom Moi market... As a result, 38 administrative violation fines totaling over 71.9 million VND were issued. Thanks to this, the situation of sidewalk and road encroachment on these streets has improved significantly. Ms. Nguyen Thi Phuc, residing in Nguyen Thien Thuat Nam residential area, shared: "Recently, functional forces have launched campaigns to strengthen urban order management, and we residents fully agree and support them. However, the situation of street vending still occasionally recurs. I hope the local government will definitively resolve this situation to create a beautiful appearance for Nha Trang."

According to the report of the Party Committee of Tay Nha Trang Ward, after operating the two-tiered local government apparatus, the ward issued and implemented Plan No. 1711, dated October 28, 2025, on strengthening leadership and guidance to overcome limitations and shortcomings in land management, mineral resources, construction order, and urban order and aesthetics. The Ward People's Committee established a Traffic Safety Committee; organized campaigns to raise awareness and remind people to ensure traffic safety and urban aesthetics, especially on the following roads: Phuong Sai, Thong Nhat, Tran Quy Cap, Hoang Van Thu… Recently, the re-encroachment of sidewalks and roads for business and parking on roads around the markets, causing traffic congestion, still occurs. To definitively resolve this situation, the ward is developing a plan to strengthen campaigns to raise awareness, remind people, patrol, and handle violations.

Towards a civilized and modern city.

In Bac Nha Trang ward, during the merger process, taking advantage of the incomplete organizational structure, many cases of re-encroachment occurred, causing disruption to urban order and aesthetics. To strengthen management, the People's Committee of the ward submitted to the Ward Party Committee Resolution No. 08, dated October 27, 2025, on strengthening the Party's leadership in the management of land, resources, minerals, environment, construction order, and urban order and aesthetics. Mr. Le Dai Duong, Chairman of the People's Committee of Bac Nha Trang Ward, said: "In the coming time, the ward will resolutely handle cases of encroachment on sidewalks and roads. Initially, we will focus on dealing with shops, businesses, and individuals using sidewalks for business purposes; using roads as parking areas for customers, places for selling goods, repairing and washing vehicles, and displaying products. At the same time, we will put an end to spontaneous markets; strictly penalize cases of littering, wastewater discharge, and illegal advertising; and organize regular campaigns on urban order, linked to the emulation movement to build a civilized, clean, and beautiful Bac Nha Trang Ward.”

Mr. Tran Xuan Tay, Chairman of the Nha Trang Ward People's Committee, stated that the ward is currently intensifying the implementation of Directive No. 01 on strengthening security and order, crime prevention, traffic safety, and the management of construction, land, urban aesthetics, and environmental sanitation within the ward. This is considered an important, regular, and continuous task. In particular, the ward is enhancing the role and responsibility of the heads of Party committees, government agencies, and specialized departments in managing construction, land, and urban aesthetics. Furthermore, the ward is stepping up patrol and control efforts, strictly handling violations; and conducting propaganda and mobilization to create a strong shift in awareness, responsibility, and action among officials, organizations, and the people regarding maintaining urban order and aesthetics, forming cultural behavioral norms, and contributing to building a more civilized and modern ward.
