At an emergency session of the Security Council, the United States and Israel called for a strong condemnation of Hamas' actions in the fighting that has left more than 1,000 people dead and thousands injured. Ambassadors from Israel and Palestine denounced each other in the closed-door session.

“There are quite a few countries that condemn Hamas attacks but not all of them,” senior US diplomat Robert Wood told reporters after the closed-door session.

The Security Council did not consider any joint statement, diplomats said.

“My message is for an immediate cessation of hostilities and a ceasefire and meaningful negotiations, which have been called for by the Security Council for decades,” Russian Ambassador to the United Nations Vassily Nebenzia said. “These developments are partly a consequence of unresolved issues.”

China said it would support a joint statement, pledging to condemn any "attacks against civilians".
