Universities need to understand new policies to pioneer in developing science and technology.

On the morning of December 9, the Ministry of Education and Training held a conference on "Training, disseminating and updating policies and legal regulations related to science, technology and innovation for higher education institutions".

Speaking at the conference, Deputy Minister of Education and Training Nguyen Van Phuc said: The conference was organized to promptly disseminate to higher education institutions across the country about new policies, guidelines, and regulations related to the field of science and technology. Recently, the Politburo issued Resolution 57/NQ-TW on breakthroughs in science and technology development, innovation, and digital transformation. To institutionalize this Resolution, the Law on Science, Technology, and Innovation was issued along with many new regulations and policies. Therefore, higher education institutions need to understand clearly, from there they dare to do, they can make breakthroughs.

The Deputy Minister shared: In the new development stage, innovation places very high demands on higher education institutions. In Resolution 71/NQ-TW of the Politburo on breakthroughs in education and training development, it is required that by 2045, Vietnam's education system will reach the top 20 in the world, and higher education must reach regional and world levels. To achieve that goal, higher education institutions have a lot to do. Currently, Vietnam's higher education is mainly training; scientific research has developed strongly in the past 10 years, but the proportion of contributions and revenue from this field compared to universities in developed countries is still very modest. This is a limitation that needs to be overcome in the coming years, especially for research-oriented universities. The application of product transfer and commercialization is also very limited.

According to Deputy Minister Nguyen Van Phuc, Resolution 57 has created many mechanisms and policies to realize the goal of strongly developing science and technology in higher education institutions and schools need to be pioneers. The Party, State and Government set out a policy framework to support investment and development, but universities must be the place to organize implementation.

The Deputy Minister hopes that after this conference, training institutions will have a better understanding of new mechanisms, policies and regulations to smoothly implement Resolution 57 and Resolution 71, boldly innovate and successfully complete the goal of developing science and technology in schools.

At the conference, representatives of the Ministry of Science and Technology presented an overview of new policies and regulations in the Law on Science, Technology and Innovation; Decree No. 267/2025/ND-CP dated October 14, 2025 detailing and guiding a number of articles of the Law on Science, Technology and Innovation on science, technology and innovation programs and tasks; Decree No. 268/2025/ND-CP dated October 14, 2025 detailing and guiding a number of articles of the Law on Science, Technology and Innovation on innovation; encouraging science, technology and innovation activities in enterprises; recognizing innovation centers, supporting creative startups; recognizing creative startups and individuals; infrastructure, networks and creative startup ecosystems; Decree No. 263/2025/ND-CP dated October 14, 2025 detailing and guiding a number of articles of the Law on Science, Technology and Innovation on the mechanism of autonomy and self-responsibility of public science and technology organizations, talented human resources, and awards in the field of science, technology and innovation.

Representatives of the Ministry of Finance also introduced regulations related to the Law on Investment under the Public-Private Partnership (PPP Law) and mechanisms and policies on public-private cooperation in the fields of science and technology development, innovation and digital transformation.
