
The First Deputy Prime Minister pointed out a "weakness" that has existed for many terms, which is that the policies are correct but implementation has problems, leading to many correct policies not being put into practice or being put into practice slowly.
"This time, the Politburo requires that this problem be overcome at all costs," said Permanent Deputy Prime Minister Nguyen Hoa Binh.
According to the Permanent Deputy Prime Minister, this situation stems from the failure to institutionalize and allocate resources; the lack of resolute implementation and the failure to resolve hot issues and bottlenecks when implementing policies and guidelines in the Central Committee's resolutions.
This time, right after the Politburo issued two important resolutions on health and education, the Government was asked to simultaneously develop a National Target Program to report to the National Assembly. The purpose is to allocate resources, focus on major issues, major policies and major projects and programs.
In education, the problems pointed out include heavy emphasis on formality, low quality and training not linked to practical needs. This leads to a very high rate of highly qualified people working in jobs other than their profession.
In the policy of investing in modernization and improving the quality of higher education, one of the goals is to have universities ranked among the top in the world. The resolution also raises the issue of English being considered as universal and focusing on training soft skills, overcoming the situation of "parrot learning".
According to the First Deputy Prime Minister, we have a system of racing to establish universities, which is considered a criterion for ranking provinces. This has caused many places to rush to assemble criteria to turn colleges into universities. Therefore, the First Deputy Prime Minister suggested that the program must resolve the current situation of racing to establish universities.
“The Politburo does not set out to build 100 or 200 universities. Instead, it is necessary to focus on rebuilding the criteria of universities that meet international standards. Universities that do not meet the standards will merge and dissolve themselves,” said the First Deputy Prime Minister.
The resolution advocates not allowing non-specialized universities to train in certain fields; for example, only medical schools are allowed to train doctors. The First Deputy Prime Minister also pointed out the current situation, Vietnam has more than 90 Law Faculties at non-specialized schools; therefore, in the future, non-specialized schools will not be allowed to train bachelors of law, only allowing law to be taught as a combined subject.
Along with that, the quality of postgraduate education also needs to be rectified to overcome the situation of part-time professors, registered at 9-10 schools but not attending school all year, not actually participating in teaching, leading to "insubstantial" numbers.
Although some schools such as Hanoi National University, Ho Chi Minh City National University, and Bach Khoa have reached the top 200, the goal this time is to reach the top 100 and increase the number of qualified schools. What is more important is the issue of quality that must be guaranteed so that graduates can meet practical needs.
According to the First Deputy Prime Minister, the resolution specifically aims at the goal of training graduates with the quality that society desires, meeting international standards. This is a step towards forming a high-quality human resource, one of the three strategic breakthroughs that have been identified.
