Communes and wards in Kinh Mon area (old) urgently clear land for key projects and works.

Focus on site clearance

The Project of Investment in construction of technical infrastructure of residential area and resettlement area of Cua Lang, Hien Thanh ward, now Nguyen Dai Nang ward, phase 3, is invested by the Management Board of Tay Hai Phong Construction Investment Project. The project has a total investment of more than 25 billion VND. To implement the project, Nguyen Dai Nang ward cleared about 4 hectares of land with 27 households. Immediately after the new government apparatus came into operation, Nguyen Dai Nang ward urgently coordinated with the Management Board of Kinh Mon Construction Investment Project to organize propaganda, publicize and deploy compensation plans to households. Up to now, the locality has completed the clearance and handed over the land to the investor.

The Investment Project to build a road connecting National Highway 17B with Road 352, the section from National Highway 17B to Kinh Thay River dike is also one of the key projects in the old Kinh Mon area. The project is invested by the West Hai Phong Construction Investment Management Board with a total investment of more than 786 billion VND. The total length of the route is about 7.22 km, passing through Kinh Mon and Nguyen Dai Nang wards.

To implement the project, Kinh Mon ward had to reclaim nearly 42,000 square meters of land from 170 organizations and individuals. During the implementation process, the project was also interrupted in the site clearance work due to the reorganization of the apparatus. In early August 2025, the ward started to implement site clearance for the remaining households. The ward organized meetings, propaganda, mobilization, and publicized the compensation plan... so that people could understand and agree. To date, 169/170 households have agreed to sign to receive compensation and support. The site clearance work for the project section passing through the ward is expected to be completed before December 15.

Still stuck

The Investment Project to build a road connecting National Highway 17B with Road 352, from National Highway 17B to Kinh Thay River dike through Nguyen Dai Nang ward, currently has some problems related to site clearance.

While the Project to invest in the construction of the road connecting National Highway 17B with Road 352, the section from National Highway 17B to Kinh Thay River dike through Kinh Mon Ward, the site clearance work has been basically completed, in Nguyen Dai Nang Ward, this project still has many problems. To implement the project, the ward has recovered land from nearly 50 households. Currently, the locality has issued a decision approving the compensation plan, supporting 20 households with a total compensation amount of more than 37.6 billion VND.

However, to date, households have not signed to receive the support money because the compensation price is low. There are 19 households that have conducted an inventory but have not approved the compensation and support plan, and 6 households have not yet conducted an inventory because they are resolving a dispute.

The project to build the road and Van bridge connecting National Highway 37, Chi Linh city with the approach road of Trieu bridge, Kinh Mon town (old) through Bac An Phu ward, still has 16/84 households who have not agreed on the compensation and support plan with the recovered area of about 400 m2. Although the Compensation and Site Clearance Council of Bac An Phu ward has repeatedly propagated and mobilized, the above households have not agreed.

According to Ms. Nguyen Thi Huyen, Chairman of the People's Committee of Bac An Phu Ward, this is a key project with regional connectivity, with nearly 2 km through the ward. Therefore, the locality is focusing all its efforts on site clearance to ensure progress, handing over to the investor and contractor. In case the households do not agree, the ward will carry out compulsory land recovery according to regulations.

According to the report of the Kinh Mon Area Construction Investment Project Management Board, currently the Kinh Mon town area (old) is implementing 48 projects, with a total investment capital of more than 1,000 billion VND. Recently, wards and communes in the area have implemented many solutions to speed up the progress of site clearance; increased meetings, propaganda, and dialogue with people whose land has been recovered to grasp their thoughts and aspirations...

Thanks to that, the site clearance work has basically been on schedule, and a number of projects have been completed and handed over to investors and contractors. Up to now, the entire region has disbursed over 200 billion VND, reaching over 80% of the annual capital plan. However, many projects are still stuck, and the disbursement progress has not been guaranteed as planned.

Speaking at a working session with a number of wards and communes in the Kinh Mon area (old) on November 12 regarding the site clearance of a number of key projects and works, Vice Chairman of the City People's Committee Vu Tien Phung requested that localities continue to direct and implement each task and solution set out resolutely and effectively. Urgently coordinate with relevant units to speed up the site clearance progress of key projects and works; focus on removing difficulties for projects that are still stuck in site clearance.
