This figure was mentioned in the Government's report on anti-corruption work in 2025, presented by Government Inspector General Doan Hong Phong to the National Assembly on the morning of December 9.
40 leaders and deputies disciplined for corruption
The Government assessed that the work of preventing and combating corruption, waste and negativity in 2025 has been promoted, with new, more drastic and effective progress at both the central and local levels.
Dealing with corruption, waste, and negativity is associated with protecting creative cadres and party members who dare to think and act for the common good, and overcoming the situation of pushing, avoiding, and not daring to act among a number of cadres and party members.

The Government's report shows that many serious and complicated cases occurring in areas affecting the healthy development of the economy , people's lives and health, and workers' rights... have been handled.
Notably, in 2025, 40 leaders and deputy leaders were disciplined for lack of responsibility for corruption. Of these, 14 were reprimanded, 8 were warned, and 18 were dismissed.
According to the Government’s report, the police investigation agency has handled 1,363 cases with 3,187 defendants for corruption crimes. Damaged assets amounted to over VND3,801 billion and 2,391 square meters of land; over VND2,054 billion, 50,000 USD and 2,391 square meters of land have been recovered…
The investigation agencies have concluded investigations and proposed prosecution of 813 cases with 2,044 defendants; temporarily suspended investigations of 72 cases with 50 defendants and are investigating 437 cases with 1,008 defendants.
Despite many achievements, the Government admits that the work of preventing corruption, waste and negativity still has shortcomings and limitations.
Typically, the value of assets to be recovered is still large; some cases and incidents must be temporarily suspended due to defendants fleeing or the lack of results of foreign judicial assistance.
Meanwhile, corruption, waste and negativity in some areas are still complicated. Harassment and inconvenience to people and businesses have not been thoroughly resolved.
The Government forecasts that in the coming time, corruption, waste, and negativity in a number of areas will continue to develop complicatedly; occurring in the State and non-State sectors. Therefore, the key task is to strengthen control of power, prevent corruption, waste, and negativity in the operation of two-level local governments, especially the new commune level.

Along with building a team of professional cadres, civil servants and public employees, the Government will rectify and handle the situation of working half-heartedly, avoiding, pushing, and being afraid of making mistakes among cadres and party members, especially leaders and managers at all levels.
In particular, the Government also said it will focus on inspection, examination, timely detection, prevention, and handling of violations, corruption, waste, and negativity related to the management and use of public finance and public assets after the rearrangement.
Focus on inspecting the trade of fake food and medicine
In its inspection report, the Committee on Law and Justice stated that the fight against corruption, waste, and negativity continued to be promoted and achieved many important results.
The audit agency also recorded the results of 2025 in detecting and handling many major corruption and negative cases with serious consequences.
The authorities also clarified violations, handled criminal, administrative and disciplinary actions against many officials and civil servants, including leaders under the management of the Politburo and Secretariat at both the central and local levels.

Sharing the same view with the Government, the Committee on Law and Justice said that corruption, waste, and negativity are still complicated in a number of areas.
The Law and Justice Committee recommends that the Government clearly analyze the "risks" of corruption, waste, and negativity to correctly forecast the situation.
The inspection agency recommended that the Government shift its focus to prevention, proactively identifying, forecasting, and warning of violations early and from afar, and resolutely not allowing old violations to recur.
Regarding inspection and examination work, the Committee on Law and Justice proposed focusing on the areas of land management and use, construction, bidding, resource and mineral management, production and trade of counterfeit goods such as food, medicine, labor, health, etc.
The Law and Justice Committee also agreed that it is necessary to focus on reviewing and handling redundant headquarters after the rearrangement to prevent and combat corruption, waste, and negativity.
