Ha Tinh Provincial Tax Department 1 is managing the budget collection work in the largest area of the province with 3 wards and 11 communes (including wards and communes: Thanh Sen, Ha Huy Tap, Tran Phu, Thach Lac, Dong Tien, Thach Khe, Cam Binh, Cam Xuyen, Thien Cam, Cam Due, Cam Hung, Cam Lac, Cam Trung, Yen Hoa). With about 14,000 actual business households in operation (accounting for nearly 30% of the whole province), at this time, the unit is actively implementing the work of supporting business households to convert with many good and drastic ways.

Mr. Le Hong Liem - Head of Tax Department 1 of Ha Tinh province said: "With the motto "Go to each market, support on-site", the unit has established teams to directly go to business stalls in traditional markets and commercial streets to propagate and support. The goal is to provide maximum support so that business households understand, agree and can self-declare and pay electronic taxes. In response to concerns of small households about equipment or declaration skills, the tax sector has conducted field surveys to classify groups of households with difficulties, thereby building a suitable support roadmap. Accompanying the teams will be representatives of banks and software solution providers to help business households transition smoothly."
Currently, in traditional markets, most business households record manually, from importing goods to selling and storing inventory. Tax officers have come to the place to "hold hands and guide", helping people transfer those records to digital platforms via electronic devices. In order for business households not to be "alone" in the roadmap to eliminate lump-sum tax, from now until December 20, Ha Tinh Province's Base Tax 1 will strive for 100% of business households to have access to information, receive direct or online support, ensuring that problems are handled within 24 hours. In particular, each locality has its own responsible contact, a hotline to answer questions 24/7.

Mr. Nguyen Thang Long - Head of Ha Tinh Market Management Board said: "Some households do not understand how to declare new taxes, so they are still hesitant and even avoid paying. Currently, every day we broadcast tax industry news on the loudspeaker system so that they can understand and comply. The market management board also participates with tax industry working groups to propagate and mobilize business households to successfully convert before the new regulations take effect from January 1, 2026."
Ms. Nguyen Thi Huong, a clothing trader at Ha Tinh market, said: "Business at the market has been sluggish for a long time, so there are many days when I do not open my shop. However, if I pay lump-sum tax, the tax amount will be fixed, but if I pay by declaration, the tax will be calculated based on actual revenue. Thanks to that, on days when I do not sell, I do not have to worry about incurring tax."

One of the effective methods being implemented by the Ha Tinh Provincial Tax Department 1 is to mobilize the entire political system to participate in the task of propagating and supporting business households to convert from lump-sum tax to declaration. In Thanh Sen ward - a central area with more than 6,500 business households, this morning (November 12), the local government held a conference to deploy the plan for 60 peak days of converting the lump-sum tax model to declaration.
At the conference, banks and telecommunications units located in the area provided services and supported business households in implementing the conversion. With the participation of the entire political system, the work of converting tax management methods for business households in Thanh Sen area is achieving many positive results, ensuring the set roadmap.

With many synchronous and drastic solutions, up to now, Ha Tinh Provincial Tax Department has deployed eTax Mobile installation for more than 12,000 business households, reaching a rate of 85.7%. In the 60-day peak campaign to support business households in converting from lump-sum tax payment to declaration, Ha Tinh Provincial Tax Department will strive to bring the rate of business households installing eTax Mobile to 100%. With the "hand-holding" method at home, Ha Tinh Provincial Tax Department is helping business households see that tax declaration is not difficult, not unfamiliar; the entire process from registration to declaration and tax payment can be done right on the phone, thereby successfully converting before January 1, 2026.
