Conditions for electronic ownership transfer and vehicle registration at the Public Service Portal
The vehicle owner, co-owner, and buyer are individuals, have a level 2 VNeID account, and have a permanent address in Hanoi city.
The person performing the transaction must be the vehicle owner (i.e. the person whose name is on the Vehicle Registration Certificate). Other individuals cannot declare on his/her behalf. If the vehicle owner is married, the transaction confirmation must be performed simultaneously using the VNeID of both the husband and wife.
Procedure for "vehicle registration" on VNeID
Step 1
Vehicle owner (seller) logs into the Ministry of Public Security's Public Service Portal using a level 2 VNeID electronic identification account => Select the utility "Transfer vehicle ownership" or "Register vehicle name change" => Declare information to carry out vehicle revocation procedures. Note, it is necessary to fill in all information related to the vehicle, co-owner (if any), and vehicle buyer information.

After the system checks the vehicle characteristics and personal information of the individuals involved and finds that the information has been declared completely and accurately, the transaction continues to the confirmation step.
Step 2
The public service portal sends a transaction confirmation request to the VNeID accounts of related parties (including the seller, co-owner (if any) and buyer) for authentication.
Step 3
After the transaction is confirmed, the Public Service Portal sends information to the citizen to proceed with the vehicle registration revocation procedure. The above data will be sent to the vehicle registration system for revocation processing and the electronic tax system for payment of registration fees.
Step 4
The buyer pays the registration fee at the tax office => Log in to the Public Service Portal to declare information and carry out vehicle transfer procedures. All data generated during the process of collecting and paying the registration fee is automatically reused by the system, and the relevant parties do not need to provide it again. Once the above process is completed, the vehicle registration system will send the procedure settlement results to the Public Service Portal to notify the buyer.

The implementation of electronic ownership transfer transactions contributes to modernizing administrative procedures, creating favorable conditions for people in vehicle buying and selling transactions, saving time and costs, and contributing to improving the efficiency of vehicle management.
Hanoi City Police recommends that citizens proactively contact the police of their commune or ward to install and authenticate a level 2 VNeID account and fully update their marital status on the National Population Database, especially newly married or divorced citizens, to ensure that the data is "correct, complete, clean, and alive".
