Over the past period, the unit has implemented administrative reform comprehensively across six areas: institutional reform; administrative procedure reform; organizational structure reform; civil service system reform; public finance reform; and the development of e-government and digital government.

In particular, the unit has focused on promoting digital transformation in its management and services for tourists. On peak days, Ha Long Bay welcomes approximately 30,000 visitors daily, yet ticket purchasing and payment remain quick and convenient. Currently, Ha Long Bay entrance tickets and passenger service tickets have been integrated into electronic invoices in both Vietnamese and English, making it easy for both domestic and international tourists to track and use them.
In the management, preservation, and promotion of heritage values, the unit has implemented QR codes to digitize tourist attractions in Ha Long Bay at ticket sales points, making it convenient for tourists to find information and choose suitable itineraries. Mr. King Dale Kelysen, a tourist from Australia, shared: "By simply scanning the QR code with my smartphone, I can easily look up tourist attractions in Ha Long Bay. This makes our exploration journey more convenient and demonstrates professionalism."
Currently, 100% of the Board's leaders and leaders of its affiliated units use digital signatures (except for confidential documents as regulated) and handle work on the e-government system. By 2025, the unit had issued over 200 outgoing documents and received, processed, and tracked over 500 incoming documents through the shared e-government software system.

Currently, the Ha Long Bay - Yen Tu World Heritage Management Board is coordinating with Quang Ninh Telecommunications and Viettel Quang Ninh to survey and install mobile phone base stations in several areas of Ha Long Bay; and simultaneously deploying a pilot surveillance camera system at ports and tourist attractions. The unit is also building a bay management system based on a circular economy model, aiming for sustainable heritage management linked to digital tourism and digital heritage.
Along with digital transformation, institutional and administrative procedure reforms have received special attention. From the beginning of 2026 to the present, the unit has organized dozens of propaganda campaigns linked to inspection, supervision, and handling of violations in Ha Long Bay. This has contributed to raising awareness of law compliance and responsibility in performing official duties among officials and employees; at the same time, it has raised awareness among organizations, individuals, and tourists when visiting Ha Long Bay, contributing to the preservation and promotion of the value of the World Natural Heritage site.
To facilitate businesses and households operating tourist boats, the Management Board has assigned specialized staff to directly guide and support the quick and convenient completion of contract procedures. In the first quarter of 2026 alone, the unit processed nearly 210 contracts and contract addendums with organizations and individuals operating tourist boats. In addition, the Ha Long Bay - Yen Tu World Heritage Management Board has publicly announced a hotline for receiving feedback and suggestions from organizations and individuals on its electronic information portal. Since the beginning of the year, the unit has received and answered 70 calls to the Ha Long tourism hotline, achieving a 100% success rate.
Mr. Vu Kien Cuong, Deputy Head of the Ha Long Bay - Yen Tu World Heritage Management Board, said: In the coming time, the unit will continue to innovate and improve the quality of leadership, management, and implementation of administrative reforms; focus on promoting the role and responsibility of the head of the unit; and accelerate the application of digital technology in management, operation, and handling of work in the electronic environment. This will contribute to improving the quality of service to citizens and businesses and promote the development of digital government in the province.
