Administrative reforms in the implementation of the Tourism Law: key figures for 2025.

Mr. Nguyen Xuan Thach – Chief of the Office of the Hanoi Department of Tourism, delivered a speech at the Conference on Training, Dissemination, and Promotion of Laws in the Tourism Sector in 2025.

1) Digitizing and making administrative procedures public and transparent.

  • All 26 administrative procedures of the Department of Tourism have been uploaded to the City and National Online Public Service Portal.
  • 18 out of 26 eligible administrative procedures are provided as full-process online public services; over 40% of full-process online public services have been integrated into the National Public Service Portal.
  • 60% of administrative procedures are processed online (reaching over 90% of online public services generating applications); 100% of work files are resolved online.
  • 100% of citizens and businesses are satisfied with the handling of administrative procedures; 100% of services are provided 24/7.

2) Review and simplify administrative procedures (to serve the scoring of administrative reform in 2025)

  • The rate of administrative procedures processed entirely online reached 100%.
  • Advising on Report No. 27/TTr-SDL dated May 21, 2025, regarding the approval of the plan to simplify administrative procedures under the authority of the Department.
  • Implement process restructuring: 05 administrative procedures (standardize internal processes). 3) Data and statistics for state management of tourism.
  • The Department of Tourism has issued 2,340 accounts for reporting tourism statistics on the tourism statistics website platform (to serve the statistical reporting regime).

4) Results of management under the Tourism Law (as of December 31, 2025)

4.1. Travel

  • Licenses for domestic travel service businesses have been assessed and granted.

Travel agency management linked to statistics: 2,340 tourism statistics reporting accounts have been issued. 4.2. Tourist accommodation

  • As of December 2025, Hanoi will have 3,761 accommodation establishments with 71,256 rooms.

This includes 65 hotels/apartment complexes with valid 1-5 star ratings, totaling 9,963 rooms (comprising 28 5-star, 16 4-star, 8 3-star, 10 2-star, and 3 1-star).

Unregistered accommodation establishments: 3,676 establishments with 61,293 rooms.

4.3. Tour Guide

  • 15,219 tour guide licenses have been issued/renewed/reissued; the number of active licenses is 9,594 (including 6,874 international tour guides, 2,562 domestic tour guides, and 158 local tour guides).

Organized 91 refresher courses and issued certificates to 6,988 qualified tour guides. 5) Dissemination and promotion of laws in 2025 (related to tourism safety).

  • Organize a training conference to disseminate and publicize laws in the tourism sector in 2025 (December 15, 2025, at La Thanh Hotel, 226 Van Phuc Street, Ngoc Ha Ward, Hanoi).
