Before working with key leaders of Cam Thuy district, Provincial Party Secretary Do Trong Hung and members of the delegation inspected the Cam Van Bridge Construction Project in the area of 2 communes: Cam Tan and Cam Van.
The Provincial Party Secretary stated: Transportation plays a particularly important role and position in the process of socio -economic development. Many generations of provincial leaders have paid attention to transportation development. Cam Thuy district has the Ma River running through it, so the decision of the Provincial Party Committee, People's Council, and Provincial People's Committee to build Cam Van bridge is a correct policy to meet the economic development needs of the district and connect neighboring areas. In January 2024, the Cam Van bridge project started construction, and to date, the workload has been completed on schedule.

Through the inspection of the project, Provincial Party Secretary Do Trong Hung highly appreciated the Provincial People's Committee for strictly following the direction of the Provincial Party Standing Committee and the resolution of the Provincial People's Council to direct relevant departments and branches, along with the Party Committee and authorities of Cam Thuy district to do a good job of site clearance and welcomed the contractors for their efforts to ensure construction progress.
Provincial Party Secretary Do Trong Hung requested units to speed up the construction progress of the bridge to inaugurate it in June 2025 and choose it as a project to welcome the Cam Thuy District Party Congress for the 2025-2030 term.
To achieve the set goals, Provincial Party Secretary Do Trong Hung requested that Cam Thuy district must do a good job of site clearance to hand over clean land to the contractor. Along with that, security and order must be ensured during the construction process. The contractor must focus on equipment and materials to speed up construction to ensure the quality, technique and aesthetics of the project. In addition, it is necessary to regularly coordinate with local authorities to ensure construction. The contractor also needs to participate in local social security activities to contribute to local socio-economic development.

Up to now, Cam Thuy district has achieved and exceeded 18/27 targets set by the Resolution for each year and for the entire term. The economy has grown quite well, leading in the mountainous districts; the average growth rate of production value in the period 2021-2024 is estimated at 5.57%; average income per capita in 2024 is estimated at 54.06 million VND, an increase of 15.99 million VND compared to 2020.
The New Rural Development Program and the One Commune One Product (OCOP) Program are focused on. The district has 12/16 communes meeting the New Rural Development standards, ranking 2nd/11 mountainous districts; Cam Tu commune has met the advanced New Rural Development standards; there are 11 OCOP products ranked 3 stars, ranking 5th/11 mountainous districts.

Along with acknowledging and appreciating the results that Cam Thuy district has achieved in the 4 years of implementing the Resolution of the Party Congresses at all levels for the 2020-2025 term, the provincial leaders and leaders of provincial-level sectors also analyzed and clarified the potentials, outstanding advantages, and favorable opportunities of the locality; oriented a number of solutions to develop the fields in the coming time; and at the same time answered the district's proposals and recommendations.

Concluding the meeting, Provincial Party Secretary Do Trong Hung stated: Cam Thuy is a lowland mountainous district in the Northwest region of the province, where it intersects with the plain districts and transits to the highland districts of the province; it is a land of "strange mountains and beautiful waters", "bestowed" by nature with many beautiful landscapes and landscapes.
Regarding trade, the district has a road traffic system that is quite favorable for socio-economic development; the district has a large area of land, favorable soil for agricultural development; hilly areas are suitable for growing fruit trees, industrial trees, medicinal plants; the beach areas are suitable for growing crops and food crops; around the district there are many agricultural and forestry processing factories. The area has many resources and minerals, favorable for the development of the construction materials industry; a number of industrial clusters have been planned, gradually invested in construction, completed, put into use, creating jobs, and increasing income for the people.

Cam Thuy is also a land rich in cultural, patriotic and revolutionary traditions; has many historical - cultural and revolutionary relics, many traditional craft villages, and great potential for tourism development.
It can be affirmed that Cam Thuy's potential has grown much stronger than before. This is a favorable condition and a great opportunity for the Party Committee, government and people in the district to exploit and promote the available potential and advantages, successfully implementing the socio-economic development goals in the district.
Along with recognizing and praising the Party Committee, government and people of all ethnic groups in Cam Thuy district for their determination, great efforts and drastic actions to achieve many results in 4 years of implementing the Resolution of the Party Congresses at all levels, term 2020-2025, Secretary of the Provincial Party Committee Do Trong Hung pointed out the limitations and weaknesses of Cam Thuy district: Economic development is not commensurate with the potential and strengths of the district; some very basic targets are very low compared to the plan... The conversion of crop structure, connection with enterprises to link, produce and consume products for farmers are still limited; land accumulation and concentration have not brought about practical results, there are not many concentrated production models applying high technology in agricultural production. The progress of building new rural areas in some localities is still slow, the maintenance and improvement of new rural criteria have not received due attention, and the efficiency is low... Although the work of improving the investment and business environment has received attention, it has not attracted many large projects that are breakthroughs for the development of the district... The leadership, direction and fighting capacity of some Party committees are still limited; the capacity and qualifications of the staff in some localities are not up to par.
Regarding the tasks in the coming time, Secretary of the Provincial Party Committee Do Trong Hung emphasized: The remaining time of the 2020-2025 term is only 1 year, in the context of great difficulties and challenges, the remaining tasks are very heavy, in order to successfully achieve the goal of striving to become a new-style rural district by 2025, standing in the group of leading districts in the mountainous region, the Party Committee, government, Fatherland Front, socio-political organizations and the entire Party Committee and People of Cam Thuy district need to continue to lead and direct the effective implementation of key programs and breakthroughs in the spirit of the Resolution of the 19th Provincial Party Congress, Resolution of the 26th District Party Congress, associated with the implementation of goals and tasks in 2024 and 2025.
In the immediate future, the district needs to urgently review all the main goals and targets set out in the Resolution of the 26th District Party Congress, especially the 27 targets, 3 key programs and 2 breakthroughs. From there, clearly identify the tasks and solutions to further improve the quality of the targets that have been achieved and exceeded the plan; for targets that have not been achieved but are likely to be completed, we must strive to complete and exceed them; for targets that are likely to be achieved or difficult to complete, we must focus on analyzing, clarifying the causes and having appropriate solutions to lead, direct, strive to complete and exceed all the set targets.
Closely follow the Thanh Hoa Provincial Planning for the period 2021-2030, with a vision to 2045 and local development requirements to review, update, supplement, adjust, connect, and upgrade district planning, planning for construction of functional areas, urban and rural planning, land use planning, infrastructure planning and development space, especially paying attention to planning on both sides of major roads passing through the area... ensuring synchronization, connectivity, and consistency between plans with a long-term vision, high feasibility, maximizing the comparative advantages, outstanding and different opportunities of the district to open up space for rapid and sustainable development.
As a locality with many favorable conditions for comprehensive agricultural development, the district must always consider agricultural development as the foundation and condition for sustainable development... Improve the quality and effectively implement the National Target Program on new rural construction, sustainable poverty reduction, socio-economic development in the plains, ethnic minorities and mountainous areas; continue to develop craft villages and traditional occupations.
Identifying industrial and handicraft development as a breakthrough in local socio-economic development, it is necessary to promote the development of industries with strengths of the district such as electricity production, agricultural, forestry and fishery processing, construction material processing and exploitation... and increase the attraction of industries with high technology content and high added value.
Synchronously develop service sectors; diversify and improve the quality of tourism products. Promote the development of Cam Luong Fish Stream Tourist Area in a professional and modern direction, associated with resort tourism services, homestay tourism, eco-tourism, spiritual tourism, community tourism... striving to make Cam Thuy a key tourist area of Thanh Hoa province.

Strengthen administrative reform, strongly improve the investment and business environment, focus on solving "bottlenecks" and "bottlenecks" to attract and select large projects with high added value. Focus on synchronously and drastically implementing solutions, removing difficulties in site clearance; effectively implement solutions to speed up the progress of construction investment projects and disbursement of public investment capital in 2024 and 2025.

Carefully prepare conditions to organize Party Congresses at all levels for the 2025-2030 term, towards the 27th District Party Congress under the direction and guidance of the Central and Provincial Party Committees.
