On November 26, Cambodia announced that it would not participate in judo, karate, pencak silat, petanque, wrestling, wushu, football and sepak takraw. The mass withdrawals forced many events to be urgently rearranged.
In men's football, Group A only has Thailand and Timor-Leste left after Cambodia withdrew. Facing the risk of the group losing its competitiveness, the 33rd SEA Games Organizing Committee was forced to hold an emergency meeting at the Thai Government Office , chaired by Tourism and Sports Minister Attakorn Sirilatthayakon.
As a result, Singapore, the fourth seed in Group C, was moved to Group A to replace Cambodia. As a result, men's football will return to a balanced format with 3 groups, each consisting of 3 teams.
- Group A: Thailand, Timor-Leste, Singapore
- Group B: Vietnam, Malaysia, Laos
- Group C: Indonesia, Myanmar, Philippines
Not only football has changed, the organizers have also moved 10 competitions out of Songkhla province due to the severe flooding situation. All were moved to Bangkok and surrounding areas to ensure safety and progress of the tournament.
