Local officials facing new demands

Following the organizational restructuring, many non-specialized officials at the grassroots level gradually adapted to the new conditions and job requirements.

At the Economic Department of Vinh Phong commune, Mr. Ho Thau Anh is busy reviewing numerous land records from early morning. His job is to verify the origin of land to facilitate the issuance of new land use right certificates to the people. Before taking on this job, Mr. Thau Anh was the Vice Chairman of the Farmers' Association of Phong Dong commune (formerly). After the reorganization of the administrative structure, he moved to a new field with many different professional requirements.

Previously, Thau Anh's work was mainly related to association activities, frequently traveling to the field to assess the living conditions of members, disseminate information, and support farmers. When he switched to the land management field, he had to familiarize himself with many new regulations and professional procedures, especially verifying land ownership and reviewing documents to avoid errors for the people. "The biggest difficulty in the beginning was the large volume of documents, while each case had different information and paperwork, so I had to check carefully and go on field trips frequently," Thau Anh said.

To meet the demands of his new job, Thau Anh proactively sought out more information about regulations related to land matters and learned from colleagues to understand the procedures for handling documents.

Not only did Thau Anh adapt to his new job at the agency, but he also proactively developed his family's shrimp and crab farming model to increase their income. After work, he spends most of his time tending to the ponds, monitoring the water environment, and learning techniques from experienced local farmers.

According to Mr. Thau Anh, maintaining the aquaculture model not only provides his family with a stable source of income but also reduces economic pressure amidst changing work conditions. "Besides my job, I try to earn extra income to stabilize my life. Raising shrimp and crabs is hard work and heavily dependent on the weather, but with diligent care and experience, it can still bring in a decent income," Mr. Thau Anh shared.

Leaving Vinh Phong commune, I went to Binh Son commune to meet Mr. Diep Trung Hoang Anh Kiet - Vice Chairman of the Binh Son Commune Youth Union. Although his job position hasn't changed, the demands are higher than before, as many tasks have been transferred to the commune level, requiring Mr. Kiet to be more proactive, flexible, and dedicate more time to local youth activities. “Due to a shortage of personnel, after the merger, I also take on the role of Deputy Secretary of the Commune Youth Union. Besides Youth Union and Association work, I participate in supporting the Commune's Public Administrative Service Center, mainly guiding people through administrative procedures, assisting with receiving applications, and answering some related questions. The workload is much heavier than before, so I proactively manage my time,” Mr. Kiet shared.

Besides his work at the local level, Mr. Kiet also develops his family's economy by farming and running a breakfast food stall. Despite his busy daily schedule, he always tries to manage his time effectively to both perform his assigned duties well and maintain financial stability. For him, proactively developing his family's economy not only reduces life's pressures but also motivates him to commit to his work at the local level in the long term. Based on his practical experience, Mr. Kiet hopes that after the reorganization and streamlining of the organizational structure, the non-specialized staff at the grassroots level will continue to receive more attention regarding their benefits and policies, as well as clearer guidance in their future careers.
