Job-specific training

Reporter: Comrade, with 680 training courses planned, what skills and knowledge will Ho Chi Minh City prioritize in training officials so they can immediately handle practical requirements at their units?

Comrade PHAM THANH KIEN: First of all, it must be affirmed that the training and development programs and content in 2026 are a very important step in the implementation of Program No. 11-CTr/TU on training and development of cadres, civil servants, and public employees in 2026 of the Standing Committee of the Ho Chi Minh City Party Committee.

In the context of Ho Chi Minh City and the rest of the country implementing organizational restructuring to streamline the apparatus and improve the effectiveness and efficiency of the political system, the requirement for officials is to adapt quickly, work more professionally, handle tasks in the digital environment, and effectively resolve issues arising from the grassroots level.

Therefore, this year's training and development content focuses very clearly on essential competency groups such as: strategic planning and urban management policies; Party leadership in modern urban governance; community governance in "megacities"; leadership, management, and decision-making skills in local administration; public-private partnership models and the role of social organizations in providing urban welfare. A key highlight is that the entire program is designed according to job positions and specific titles, avoiding a broad scope. Each sector, from the Party, government, Fatherland Front, and mass organizations to public service units and grassroots organizations, has appropriate training content.

In other words, the city prioritizes training that enables officials to handle tasks immediately, process documents faster, provide more accurate advice, and serve the people better.

In reality, training has long been out of touch with needs, and its content is too broad. What is the city doing to accurately identify training needs from the outset?

The guiding principle of the Standing Committee of the Ho Chi Minh City Party Committee is to shift strongly from training based on supply capacity to training based on public service needs and competency standards for officials.

From the beginning of the year, the Ho Chi Minh City Party Committee's Organization Department meticulously reviewed the needs of each Party committee, agency, and unit; closely adhering to the requirements after the restructuring of the apparatus, decentralization of power, and the task requirements of each sector and field. In Program No. 11-CTr/TU, each group of training courses was specifically divided: from political theory, leadership and management training, and updating knowledge for cadres under the management of the Ho Chi Minh City Party Standing Committee, to specialized courses by sector, field, and job position: Building the Communist Party of Vietnam , Building the Party and State administration, State management, economic management, finance and banking, health, education, high-tech agriculture, new materials, etc. This approach ensures that each course is based on the "orders" of practical needs.

Given the immense workload currently, how will the city organize training to avoid work disruptions while maintaining quality, Comrade?

In the context of an increasing workload, the city has decided to organize training in a flexible, practical manner that does not disrupt professional duties. First, training methods will be diversified, combining in-person and online instruction, and increased classes outside of regular working hours or short thematic courses will be offered, allowing staff to participate while maintaining work progress.

Secondly, the curriculum should be designed to be concise, practical, and focused on core skills and knowledge relevant to the job position.

Thirdly, we need to promote the application of digital technology in training, develop electronic learning materials, and create online classes, allowing students to manage their time independently and learn anytime, anywhere.

Fourth, link training with practical work through specific scenarios, projects, and products, combining learning and doing, thereby improving the effectiveness of acquisition and application.

Ultimately, the city will allocate training plans appropriately, broken down into stages and target groups, ensuring that too many tasks are not concentrated at once. This will maintain stable operations while simultaneously improving the quality of the workforce.

Measure effectiveness by the quality of service provided to the people.

In the spirit of "letting political and ideological work truly lead the way," how will training be reformed to both enhance cadres' skills and strengthen their political acumen and mindset for serving the people?

First and foremost, training content must closely integrate political theory with practical work skills, helping cadres not only grasp the Party's viewpoints and guidelines but also apply them to solving practical problems. Training methods need to be reformed to promote the proactive participation of trainees, increasing discussion, situational problem-solving, and the exchange of practical experiences to cultivate critical thinking and problem-solving abilities. Training will focus on fostering political acumen, public service ethics, a sense of responsibility, and a service-oriented attitude, thereby forming a team of cadres with firm stances, a desire to contribute, and a better sense of serving the people. Simultaneously, it is necessary to strengthen the connection between training and grassroots practice, creating opportunities for trainees to experience, survey, and participate in practical activities to improve their skills in mobilizing the masses and organizing movements. Therefore, training not only enhances the capacity of officials but also contributes to raising their awareness and political acumen, fostering a mindset of being close to the people, respecting the people, understanding the people, learning from the people, and wholeheartedly serving the interests of the people.

What mechanisms does the city have in place to measure the effectiveness of training, ensuring that each course truly brings about tangible change?

The core principle is measuring effectiveness through work results, not just classroom evaluations. Specifically, after completing the training, each official must be monitored for their application of the knowledge to their work, such as whether document processing is faster; whether advice is more thorough; whether the backlog of work is reduced; whether the level of satisfaction of citizens and businesses has improved; and whether the efficiency of work implementation has increased. This is reflected in administrative reform indicators; KPIs; and quarterly and annual performance evaluations of officials. The city's goal is to create visible changes in daily work, focusing on training skills relevant to practical work, connected to the requirements of being close to and responsive to the people, and using citizen satisfaction as a measure of the quality of training.

The training and development content for 2026 will focus on the following essential competency groups:

Leadership and management skills

> Advisory and implementation skills

> Digital transformation skills, AI application, data management

> Skills in interacting with the public, handling situations, and coordinating inter-agency efforts.

> Updating knowledge on Party building, state management, and specialized laws.
