In the context of a “super city” after expanding its administrative boundaries, the preservation and promotion of cultural heritage values in Ho Chi Minh City requires huge resources. Meanwhile, this is a field that consumes the budget and is difficult to attract private participation.
This issue was analyzed and resolved by many experts and management agencies at the City-wide Cultural Heritage Conference to implement the Resolution of the 1st Ho Chi Minh City Party Congress (term 2025-2030) recently organized by the Ho Chi Minh City Department of Culture, Sports and Tourism.

According to the Propaganda and Mass Mobilization Department of the Ho Chi Minh City Party Committee, the city is facing a “paradox” of development and preservation: on the one hand, it needs to develop quickly and modernly; on the other hand, it must preserve its cultural essence. Meanwhile, current difficulties and resource limitations, as well as urbanization pressure, require the city to have stronger and more comprehensive solutions in the coming time.
To prevent the city's unique heritage values from fading away in the market economy and globalization, the city should issue regulations on the management and protection of cultural heritage, clearly defining the responsibilities of authorities at all levels in heritage conservation. In particular, the goal of heritage conservation should be integrated into all urban development plans of the city.
For the general planning of Ho Chi Minh City to 2040, vision 2060 (being adjusted after the merger), it is necessary to reserve a part for cultural and heritage space planning. Clearly identify concentrated heritage areas, from which there are solutions to divide functional zones, limit the height of new buildings around heritage areas to harmonize heritage space.
Providing solutions for preserving cultural heritage for Ho Chi Minh City, Associate Professor Dr. Dang Van Bai, Vice Chairman of the National Cultural Heritage Council, said that in order for heritage to become the endogenous strength of a special urban area, the city needs a fundamental shift in strategic thinking to turn heritage from a "responsibility" of preservation into an economic resource and identity for sustainable development.
Especially in the context of Ho Chi Minh City's expansion, it requires huge resources for the field of cultural heritage conservation, which is a field that consumes the budget and is difficult to recover capital - Mr. Dang Van Bai further emphasized.

Heritage Sector implements the Resolution of the 1st City Party Congress
To attract private resources, the city needs to apply the public-private partnership (PPP) mechanism in preserving heritage in special urban areas, shifting from "dependence" on the budget to socialization through market mechanisms by thoroughly applying public-private partnerships.
Accordingly, the “super city” Ho Chi Minh City needs to boldly propose the issuance of a resolution applying a specialized public-private partnership mechanism for cultural heritage with specific and outstanding regulations. In particular, it is possible to apply a “reciprocal land” mechanism to compensate for costs and profits for heritage conservation projects with low profitability.
This will help to solve the biggest challenge in attracting private participation in cultural heritage conservation, which is the ambiguity of the capital recovery mechanism. Thereby, helping the city solve the financial problem in cultural heritage conservation, turning cultural heritage from a financial burden into an asset capable of self-regenerating resources.
Sharing the same view, Ms. Le Tu Cam, Chairman of the Cultural Heritage Association of Ho Chi Minh City, acknowledged that the issue of public-private partnership in economic sectors is clear, but in the field of cultural heritage it has not been institutionalized yet. Therefore, it leads to a situation where it is very difficult to create public-private partnership activities in cultural heritage conservation in reality, even in cases where investors "step forward and step back, step in and step out".
