A suitable mechanism is needed for the industrial promotion system.

Industrial promotion is an important tool to support businesses and production facilities in rural areas in technological innovation and enhancing competitiveness. In the context of the requirement for financial autonomy for public service units, appropriate mechanisms are needed to ensure the continued effective operation of the industrial promotion system, contributing to rural economic development.

"An extended arm" to support rural industries.

In accordance with Decree No. 45/2012/ND-CP on industrial promotion (amended and supplemented by Decree No. 235/2025/ND-CP), for many years, the public service units under the Departments of Industry and Trade of localities (commonly referred to as Industrial Promotion Centers) have effectively implemented industrial promotion activities. This has contributed to promoting the development of industry and handicrafts, contributing to local socio -economic development and the industrialization and modernization of agriculture and rural areas; and making a positive contribution to the overall results of the industry and trade sector.

Beyond simply managing and allocating funds, the Industrial Promotion Centers directly support and guide rural industrial enterprises in technological innovation; improving production capacity, promoting digital transformation, cleaner production, and sustainable consumption. The staff working in industrial promotion are the core force in supporting businesses and production facilities to overcome difficulties, especially during the Covid-19 pandemic and natural disasters.

From projects supporting the application of advanced machinery and equipment to the selection of outstanding rural industrial products (RISEP), many local products have gradually established their brands, met national standards, and expanded their markets. In addition, industrial promotion activities have directly created jobs and increased income for rural workers, especially vulnerable groups, women, and ethnic minorities. Industrial promotion fairs and exhibitions have also become effective channels for trade promotion.

According to Decree No. 60/2021/ND-CP, industrial promotion is a public service using state budget funds, belonging to the basic and essential economic and trade sectors, and is guaranteed or supported by the State. However, Resolution No. 105/NQ-CP dated April 8, 2026 requires public service units under the Department of Industry and Trade to be self-sufficient in covering their operating expenses; if they cannot meet this requirement, they must be reorganized.

Based on a review of practical situations in various localities, the Department of Innovation, Green Transformation and Industrial Promotion (DCK) believes that the system of industrial promotion service units is facing many difficulties and challenges. Specifically, the requirement for financial autonomy is not suitable for the specific characteristics of industrial promotion activities, as this is a political task, serving state management and supporting the community, and does not have revenue sources to self-finance regular expenditures.

Activities such as training, workshops, building technical demonstration models, supporting machinery application, and developing typical rural industrial products are all tasks assigned from the budget and do not generate revenue to offset operating costs. If a completely autonomous mechanism is applied, the risk of disruption to support activities is very high, especially in remote areas, border regions, islands, and disadvantaged areas, thereby directly affecting the effectiveness of rural industrial development policies.

The Department of Innovation, Green Transformation and Industrial Promotion also stated that, according to Appendix I of Decree No. 60/2021/ND-CP, industrial promotion is an essential public service, similar to fields such as agriculture and environment, internal affairs, and justice… However, while many sectors maintain a system of non-autonomous public service units to perform public tasks, industrial promotion has not yet been subject to a corresponding mechanism, despite its parallel role with agricultural promotion in agricultural and rural development.

Maintain industrial promotion units with mechanisms similar to agricultural promotion.

Many important documents, such as Resolution No. 19-NQ/TW, Resolution No. 29-NQ/TW, Decree No. 45/2012/ND-CP, Decree No. 60/2021/ND-CP, Decision No. 165/QD-TTg, and Directive No. 20/CT-BCT dated December 4, 2025, emphasize the role of industrial promotion in promoting industrialization, modernization, rural development, and digital transformation. Resolution No. 19-NQ/TW also calls for innovation in industrial promotion work towards linking with businesses, value chains, and accelerating digital transformation.

To ensure that the industrial promotion system continues to effectively fulfill its political nhiệm vụ and support businesses and rural industrial establishments in the new phase, the Department of Innovation, Green Transformation and Industrial Promotion proposes that the Minister of Industry and Trade promptly report to the Government for consideration of several issues.

Regarding the autonomy mechanism, we propose that the Government allow public service units under the Department of Industry and Trade to enjoy policies similar to those for agricultural promotion. That is, the State would guarantee recurrent expenditures, or they would not be required to be completely autonomous if their main task is to serve state management and support the community.

Regarding organizational structure, it is proposed that the Government standardize the model so that each province and city continues to maintain one public service unit under the Department of Industry and Trade to carry out industrial promotion tasks and some other economic and trade activities to ensure continuity and consistency from the central to local levels, in accordance with the spirit of Decree No. 45/2012/ND-CP and Decree No. 235/2025/ND-CP.

Regarding resources, it is reaffirmed that industrial promotion is a fundamental and essential public service that is guaranteed by the State with regular operating funds (Group 4 according to Decree No. 60/2021/ND-CP), creating conditions for officials to work with peace of mind and develop their capabilities, especially in the context of the current merger of provinces and cities.
