A strategic and groundbreaking move contributing to restructuring the Capital Region's aviation network
On behalf of the Government , presenting the Proposal on the investment policy for the Gia Binh International Airport Construction Investment Project, Minister of Construction Tran Hong Minh said that the investment in Gia Binh International Airport is a strategic and breakthrough step, contributing to restructuring the Capital Region's aviation network according to the dual-center model that has been successfully applied by many major cities in the world such as London (UK), Tokyo (Japan), Seoul (Korea).
"The investment in the construction of Gia Binh International Airport will help promote the advantages of location and space to create momentum to promote the development of industry, logistics, e-commerce, tourism and services in the region. At the same time, it will play a strategic complementary role to Noi Bai. Gia Binh International Airport has special significance in ensuring national security and defense and serving foreign affairs events of the State, especially the APEC Summit 2027" - Minister of Construction Tran Hong Minh emphasized.

According to the Proposal, Gia Binh International Airport is invested according to international standards, becoming a new generation smart, green, sustainable airport of international class, meeting the needs of socio-economic development, serving dual-use exploitation, ensuring national security and defense activities and important foreign events, including the APEC Summit 2027; meeting 5-star international airport service standards, belonging to the top 10 5-star airports in the world according to Skytrax criteria and being in the group of airports with excellent passenger experience according to the assessment of Airports Council International; aiming at the aviation gateway of the North, being a transit airport for passengers, goods and aircraft maintenance, repair and overhaul facilities in the Asia-Pacific region.
Meeting the needs of 30 million passengers/year, synchronously connecting with national, regional and provincial transportation systems
Regarding the scale of investment, Minister of Construction Tran Hong Minh said that the project is invested at level 4F according to the standards of the International Civil Aviation Organization. It will meet the demand by 2030 of about 30 million passengers/year, 1.6 million tons of cargo and by 2050 of about 50 million passengers/year and 2.5 million tons of cargo.
To ensure safe and effective operations between Noi Bai International Airport and Gia Binh International Airport, the air traffic management agency will establish an approach control airspace covering all airports in the area. Flight routes are designed for each airport using satellite navigation and ground radar, ensuring limited intersection points and distances between aircraft.
"Within the project's site clearance area, there are about 25 relics that need to be relocated. However, the current law on cultural heritage only stipulates the relocation of artifacts in relics but does not yet allow the relocation of structures. Therefore, to solve this problem, the Government proposes to the National Assembly to allow the application of the following special policy: The People's Committee of Bac Ninh province is allowed to relocate historical-cultural relics at all levels during the process of implementing compensation, resettlement support and project investment. The relocation is carried out on the basis of a plan decided by the People's Committee of Bac Ninh province, ensuring maximum preservation and promotion of the value of the relics. During the implementation process, if any problems arise, the Government will guide the implementation" - Minister Tran Hong Minh proposed.
The airport is built with 2 parallel runways, each pair consists of 2 runways. The runways are 3,500 to 4,000 meters long, accommodating all types of new generation wide-body and long-range aircraft. The passenger terminal is built to meet 5-star service standards, ensuring convenient, friendly and efficient passenger service. The VIP terminal is built independently from the passenger terminal, meeting the need for high-quality service for State foreign affairs events...
In particular, Gia Binh International Airport is synchronously connected to the national, regional and provincial transport systems; in which, the Hanoi area is directly connected via expressways, urban railways and national railways.

The total investment capital is about 196,378 billion VND, including equity capital and legally mobilized capital. Of which, phase I is about 141,236 billion VND, phase II is about 55,142 billion VND. The project's operating period is 70 years, from 2025 to 2095.
It is necessary to issue special policies to relocate historical relics, preserve original values, and avoid deformation of relics.
Presenting the Economic and Financial Committee's Review Report on the investment policy of the Gia Binh International Airport Construction Investment Project, Chairman of the Economic and Financial Committee Phan Van Mai said that the project meets the criteria within the National Assembly's authority to approve the investment policy according to the provisions of the Investment Law. The project dossier basically has all the required components.
The Economic and Financial Committee agreed with the necessity of project investment as well as the contents of the project's objectives, scale, location, time, progress, land use needs, site clearance plan, migration, resettlement, main technology selection plan, environmental protection solutions, etc.
However, Chairman of the Economic and Financial Committee Phan Van Mai suggested that it is necessary to clearly quantify the project's objectives, determine the roadmap and feasibility; supplement the assessment of geology, hydrology, drainage, impact on Ngu River and clarify the investment plan for a multi-modal transport system in sync with the project's completion schedule. At the same time, assess the feasibility of completing the project to meet the APEC 2027 service schedule in the context of many problems regarding compensation, support, and resettlement; clarify the training method, job conversion, and job creation for affected people.

The Economic and Financial Committee basically agreed with the need to issue special mechanisms and policies to relocate historical and cultural relics to serve the project. "However, it is recommended to clearly stipulate the handling of consequences after relocating relics, especially the re-recognition of relics when relocated, ensuring the preservation of original elements, historical and cultural values" - the Chairman of the Economic and Financial Committee proposed.
The Economic and Financial Committee also recommended the need to develop a detailed conservation plan, impact assessment and a mechanism to monitor the relocation; apply modern scientific and technological measures to ensure the preservation of original values and avoid deformation of relics.
In addition, clearly define the responsibilities, deadlines, reporting and post-audit mechanisms for the People's Committee of Bac Ninh province in the process of implementing land procedures, compensation, support, resettlement, and relocation of historical and cultural relics. At the same time, establish a monitoring mechanism of the National Assembly, ministries, branches, and central agencies to ensure transparency in the implementation of special mechanisms and policies.
