There needs to be a comprehensive solution to minimize flooding.

Continuing the program of the 10th session of the 14th National Assembly, on the morning of November 28, the National Assembly discussed the Draft Law on Planning (amended); the adjustment of the National Master Plan for the period 2021 - 2030, with a vision to 2050; the Draft Law on amending and supplementing a number of articles of the Law on Urban and Rural Planning. Discussing on the sidelines of the National Assembly, some delegates assessed that planning is an important step. This step needs to be focused on from the beginning. If the planning is not good, it will cause many consequences, including flooding like in the recent past.

Expressing his opinion, delegate Tran Van Lam ( Bac Ninh ) said that it is necessary to look directly and evaluate comprehensively. In the past, in addition to the problem of overlapping planning, the quality of planning in Vietnam has not been really high, which has caused certain consequences. Including flooding in many areas.

According to the delegate, the poor quality of planning is reflected in the fact that the new planning has been implemented but has encountered problems in the field, so it has to be adjusted. However, when adjusting, new problems arise, becoming more complicated, leading to a chain reaction, affecting the overall planning of the area. The current urban system of Vietnam is considered by many people as a "matrix", not only creating traffic congestion and environmental pollution but also flooding in many urban areas and rural areas..., directly affecting the lives and activities of people, creating great pressure on the management agency.

Assessing the causes of the lack of quality in planning, delegates said that there are many reasons. First, it may come from the vision in planning. The plans have not shown a long-term vision, have not calculated long-term development trends, or have not invested adequate money in research and scientific master planning...

According to the delegate, another reason that needs to be pointed out is that the implementation of planning is not strict. Many planning projects have been approved but when implemented, they have not been strictly followed. There are even cases of intentionally making mistakes in planning for personal gain, causing negative impacts on the environment. In fact, in recent times, the authorities have handled many projects that violate planning.

To solve this problem, the delegate said that it is necessary to complete the Planning Law and once the Planning Law has been passed, all parties need to strictly comply. Strict compliance and implementation of the Planning Law is a key factor in ensuring that no future consequences occur.

In addition, the delegate also said that it is necessary to focus on investing in planning because this is an important step in the development and construction cycle, not only for a specific project, but also important for overall projects within the region and the country. If we invest in good planning, we will optimize the advantages, take advantage of and promote long-term development potential. This means saving money and avoiding unnecessary consequences in the future. Therefore, it is necessary to invest adequately in planning.

Assessing the causes of increasingly common flooding, according to delegate Pham Van Hoa (Dong Thap), the issue of poor overall planning from the beginning is one of the causes of localized flooding and widespread flooding in Vietnam in recent times. We are accelerating development and construction, but have not really paid attention to water supply and drainage, especially in large cities.

In addition, the delegate also said that it is necessary to study the restriction of groundwater exploitation in large cities to minimize flooding. According to the delegate, many studies show that groundwater, when over-exploited, will be one of the causes of land subsidence, increasing the risk of flooding in many places. Therefore, in addition to the issue of perfecting the law, it is necessary to apply scientific restrictions to contribute to minimizing the negative impacts of the current environment.
