Solutions are needed to overcome difficulties in implementing social housing policies.

Continuing the 7th Session Program, on the morning of May 29, under the chairmanship of National Assembly Chairman Tran Thanh Man, the National Assembly discussed in the hall the additional assessment of the results of the implementation of the socio -economic development plan and the state budget in 2023; the implementation of the socio -economic development plan and the state budget in the first months of 2024, along with many other important contents.

National Assembly Deputy Mai Van Hai: Solutions are needed to remove difficulties in implementing social housing policies

Participating in giving comments, National Assembly Deputy Mai Van Hai, Provincial Party Committee member, Deputy Head of the National Assembly Delegation of Thanh Hoa province, said: Through the report assessing the results of supplementing the implementation results of the Socio-Economic Development Plan in 2023, the implementation situation of the Socio-Economic Development Plan in 2024, it can be seen that the results are all more positive, with many targets higher than the results reported to the National Assembly at the 6th session. From there, we can clearly see the leadership role of the Party, the drastic, flexible, creative management, and high determination of the Government, the Prime Minister, ministries, branches and localities; and the efforts of the people and businesses.

The macro economy is stable, inflation is controlled, major balances of the economy are ensured; public investment disbursement is a bright spot in 2023, with the public investment disbursement rate reaching 93% of the plan. In which, investment in transport infrastructure is a very important breakthrough, notably the 500kV line project, circuit 3 from Quang Trach (Quang Binh) to Pho Noi (Hung Yen), which has been strongly directed by the Government and the Prime Minister.

In 2023 and the first months of 2024, our country simultaneously started construction of highway projects and important national projects. To date, more than 2,000km of highways have been completed and put into use, highly appreciated by voters and the people.

The fields of culture, society, health, and education have all developed. National defense and security have been maintained stably. Foreign affairs have achieved many outstanding results, increasingly enhancing the country's position and prestige.

Basically agreeing with the shortcomings and causes pointed out in the report, delegate Mai Van Hai proposed a number of issues.

Regarding social housing policy, this is a major policy of the Party and State that demonstrates profound humanity. The Government and the Prime Minister have held many meetings to resolve difficulties and obstacles, but there are still many difficulties, obstacles and shortcomings in accessing land and accessing loans from the 120 trillion VND credit package. According to the audit report of the National Assembly's Economic Committee, so far only 640 trillion VND has been disbursed to 8 investors and 6 billion VND to home buyers in 3 projects. Disbursing loans from the 120 trillion VND credit package is very difficult.

According to delegate Mai Van Hai, the cause of the above problem is due to complicated legal procedures, difficult access to land and loans; large investment capital, limited profits from social housing investment, long implementation time, and many investment risks, so it is not attractive to social housing investors. Another part is due to the different needs and housing purchasing capacity of low-income workers in each place.

From the above issues, delegate Mai Van Hai suggested that the Government and the Prime Minister continue to pay attention to directing the removal of difficulties in administrative procedures and land access; continue to remove difficulties to promote investors and social housing buyers who are qualified and in need to soon access the 120 trillion VND credit package.

The delegates suggested that the Government consider allocating more resources from the state budget to invest in social housing in localities outside of major cities, in places where it is difficult to attract investors. At the same time, there should be flexibility and diversification in the forms of buying, renting, and leasing social housing to suit the needs, conditions, and capabilities of low-income workers.

The results of reviewing and rearranging commune administrative units and public service units (SNCL) have achieved many results in reducing commune-level administrative units and SNCL units, reducing internal focal points, streamlining staff, and improving the effectiveness and efficiency of administrative units as well as SNCL units.

In addition, the handling of surplus offices of communes and SNCL units after the merger still has many problems, many offices are left abandoned and degraded, causing waste, and voters also have many opinions. This is not a new problem but it is very difficult to handle public assets attached to land. It is recommended that the Government continue to pay attention to and direct the final handling of this problem.

The implementation of the autonomy mechanism of some public service units still faces many difficulties and obstacles, especially district-level hospitals and some public service units in the fields of agriculture, culture, press, radio and television in localities. It is recommended that the Government and ministries continue to pay attention to promptly removing difficulties and obstacles in implementing the autonomy mechanism. It is necessary to identify units serving political tasks, serving state management and public service units providing basic and essential services so that the State has a mechanism to assign tasks, place orders, and arrange appropriate budgets to ensure operating costs for the above-mentioned public service units.
