
Presenting the National Assembly's report on citizen petitions for March and April 2026 at the National Assembly Standing Committee meeting on the morning of May 11, the Chairwoman of the Committee on Citizen Petitions and Supervision, Le Thi Nga, stated that, in the context of complex international developments significantly impacting the global economy in general and Vietnam in particular, voters and the people highly appreciate and trust in the proactive, flexible, and decisive leadership and direction of the Party and State in socio-economic development.
Concerns arise over many issues that directly impact daily life, well-being, and production.
Voters and the public closely followed and highly appreciated the results of the first session of the 16th National Assembly. The session was a great success, creating new momentum, confidence, and impetus for the entire term of the National Assembly. Voters and the public welcomed the fact that the National Assembly considered and passed many practical draft laws, contributing to resolving difficulties and obstacles in practice and ensuring the legitimate rights and interests of the people.

"In particular, the National Assembly's timely amendment and supplementation of tax laws created a basis for the Government to raise the taxable revenue threshold for business households to 1 billion VND/year; and the issuance of tax policies on gasoline, diesel, and aviation fuel to support the management of domestic price reductions. These flexible and timely decisions have contributed to controlling inflation, resolving difficulties, supporting production and business, and stabilizing people's lives," Ms. Le Thi Nga stated.
According to the aforementioned report, voters and the public highly appreciate the Government's decisive and timely leadership and management, notably in cutting administrative procedures and lowering interest rates to create a favorable business environment, promote economic development, and remove bottlenecks for businesses...
Besides the achievements, voters and the public still have many concerns and worries about issues that directly impact their lives, welfare, and production, such as: ensuring the supply and price of gasoline and diesel in the country; the risk of food insecurity; extreme weather causing damage in many localities; the shortage of public schools, especially at the high school level in Hanoi, creating great pressure on students and parents. In addition, the increased workload at the commune level after the restructuring of the administrative apparatus, but with inadequate compensation and policies; the potential traffic risks posed by the two-lane North-South expressway; environmental pollution in rural areas; and the prevalence of counterfeit and substandard goods, as well as false advertising on social media, are also issues that continue to worry the people.
The Chairwoman of the Committee on Citizen Petitions and Supervision, Le Thi Nga, also noted that in April, the number of citizens filing complaints, denunciations, petitions, and feedback showed an increasing trend. At the Central Citizen Reception Office and the National Assembly's citizen reception locations, agencies received 508 visits from 1,091 citizens who came to file complaints, denunciations, petitions, and feedback on 508 cases. Of these, 35 were large groups filing complaints and denunciations related to land issues; and 5 complex cases requiring attention and effective solutions from competent authorities at the central and local levels for definitive resolution in the near future.

Resolving outstanding issues and addressing "stalled" planning projects.
Commenting on this issue, National Assembly Vice Chairman Nguyen Doan Anh focused on policies for grassroots officials and accelerating the resolution of petitions. The Vice Chairman suggested reconsidering the 30% allowance for officials and civil servants of Party and social organizations, as they no longer receive this allowance under the new regulations after the implementation of the two-tiered local government system. He noted that specialized departments at the commune level (such as the economic and socio-cultural departments) are overloaded with work dealing with too many provincial-level agencies (6 to 7 agencies), while the capacity of officials in remote areas is limited. The Vice Chairman also argued that the current allowance for heads of departments (0.25) and deputy heads of departments (0.15) at the commune level is very low.

Suggesting solutions to the increasing number of complaints, Vice Chairman of the National Assembly Nguyen Khac Dinh proposed providing complete information (except for confidential information) to strengthen public trust; emphasized the need to definitively resolve long-standing complaints that have dragged on for decades; and reviewed and adjusted "suspended" planning schemes that have prevented people from building houses, subdividing land, or transferring ownership, directly affecting their rights and livelihoods.
Chairman of the National Defense, Security and Foreign Affairs Committee Le Tan Toi proposed that the Government decisively direct the auctioning of construction of rest stops along the expressway from Trung Luong to Ca Mau. According to Mr. Le Tan Toi, the nearly 300km stretch of road lacks rest stops, causing inconvenience for travelers and creating an unpleasant situation where people have to stop on the roadside. This also negatively impacts public order, traffic safety, and the environment.
