In the context of increasing demand for rare earths, delegates proposed the need for specific regulations on exploration and exploitation activities to develop the rare earth industry.
Mr. Nguyen Tam Hung (National Assembly Delegate of Ho Chi Minh City) stated his opinion: "I propose that the drafting committee consider adding a clear mechanism for export control and the minimum domestic deep processing rate to ensure that rare earth is truly a strategic resource serving national industrial development, avoiding the risk of raw exports and dependence on foreign technology in the rare earth value chain."

Some delegates also suggested that there should be more specific regulations to closely manage and monitor the exploitation of this type of resource.
"Exploitation and exploration to find out where there is rare earth and where there is not is extremely important, so if there is, how do we exploit it, and especially how do we protect it? If we do not manage it tightly and do not protect it well, it will lead to indiscriminate exploitation, even people can exploit it", Mr. Pham Van Hoa (National Assembly Delegate of Dong Thap province) commented.
This morning, the National Assembly also discussed the Law amending and supplementing 15 laws in the fields of agriculture and environment.
