
After many days of waiting, Mr. Ly Van Chung, Head of Ban Qua village, had to ask the local government to let his family build a house first while the resettlement area was not yet completed, because the old house was buried by rocks and soil.
Mr. Chung shared: The resettlement area is still unfinished, there is no electricity or running water so living here is very inconvenient but the old house has been completely buried and cannot be lived in anymore.
Besides Mr. Trung's family, currently there are only 5 households moving to the Ban Qua resettlement area. These are households whose houses were completely buried by the flood caused by the impact of storm No. 3 at the end of 2024.

Ban Qua area, Xuan Hoa commune is on the list of areas heavily affected by natural disasters in the old Bao Yen district. With steep mountainous terrain and unstable soil and rocks, every rainy season, people here face the risk of flash floods and landslides at any time.
Realizing the urgency of protecting people's lives and property, in 2022, the Provincial People's Committee approved the project to build infrastructure to resettle 45 households in the area. The project includes important items such as: leveling the ground, rock embankments to stabilize the terrain; building 3 traffic routes and a reinforced concrete bridge into the residential area; water supply, drainage, electricity supply systems and other auxiliary works.
The project has a total investment of 23 billion VND, of which 20 billion VND comes from the central budget reserve in 2022, the remaining 3 billion VND is provided from the district budget. According to the plan, the project will be completed in 2023 to promptly move households out of the danger zone and stabilize their lives.

However, to date, although it is near the end of 2025, the project has not yet been completed. Important infrastructure items such as the traffic system, water supply, electricity supply and concrete bridges are still unfinished. This makes the households subject to relocation still have to live in a state of "fear" every time the flood season comes.
Village chief Ly Van Chung shared: The mountainside area surrounding the residence of more than 30 households in Ban Qua has large cracks that are spreading. Every time there is heavy rain, rocks and soil slide down from above, forcing villagers to move to other places for refuge. The villagers only hope that the resettlement project will be completed soon so they can move to a new, safe place.
According to field records, many items of the project are still in a state of unfinished construction. The main road is still messy, the roadbed has not been opened yet, the water supply system is not complete. There is no sign of the contractor's workers or machinery at the construction site. Local people said that more than a month ago, the contractor withdrew its vehicles and workers to another location and has not seen any construction since then.
According to the representative of the Bao Yen Area Construction Investment Project Management Board, one of the main reasons for the project's delay is due to problems in site clearance. Currently, there are still two households that have not agreed with the compensation and site clearance support plan, causing the construction to be interrupted.

The slow progress not only forces households to continue living in dangerous areas, but also affects people's trust in community protection and support projects. Faced with this situation, the Xuan Hoa commune government is trying to find solutions to speed up the project's progress.
According to Mr. Vu Hong Quynh - Vice Chairman of Xuan Hoa Commune People's Committee, the government has worked with relevant agencies to soon resolve capital and site issues.
We are continuing to propagate and mobilize people to agree to hand over the site, and at the same time recommend that investors urge contractors to speed up construction progress.
The resettlement project of Ban Qua, Xuan Hoa commune is of great significance in ensuring the safety and stability of people's lives in the disaster area. The local households here all hope that the new commune government after the merger, with a more drastic approach, will soon complete the project. Because every day of delay is another day for people to live in insecurity, facing the dangers of nature.
