More than 216 billion VND is needed to purchase equipment for commune-level police to transform digitally.

The Ho Chi Minh City People's Committee has proposed to support more than VND 216.8 billion from the 2025 budget reserve to purchase equipment for the police force, serving the implementation of Resolution 57-NQ/TW.

According to the Ho Chi Minh City People's Committee, this proposal was built on the basis of the urgent needs report of the City Police, especially after the whole country officially operates the 2-level local government model from July 1, 2025. Currently, the City Police is assigned to handle 190 administrative procedures, of which 59 procedures are carried out directly at the commune-level police, requiring the system of public reception equipment to be synchronous, sufficient in quantity and meet technical standards according to regulations of the Ministry of Public Security .

Through review, the equipment at the commune-level police still lacks many important items, affecting the reception and processing of documents for the people. In particular, after the merger, Ho Chi Minh City has 47 ID card issuance points, while the requirement is to deploy synchronously in 168 communes, wards and special zones. To ensure that each commune-level police has 02 sets to receive ID documents according to the direction of the Ministry of Public Security, the city needs to add 244 sets of equipment.

In addition, the City Police proposed equipping 10 mobile ID card application receiving units to serve at homes, hospitals for the elderly and weak, or social protection facilities and detention camps in the city.

In addition to the group of equipment serving citizen reception, the city also needs to add professional equipment for data collection and cleaning to serve Project 06 such as: fingerprint collection machines, iris collection machines, card readers, portable hard drives, etc. This is a mandatory requirement when converting to the "correct - sufficient - clean - alive" electronic data processing model.

Based on the proposal, the Department of Science and Technology has assessed and agreed with the investment needs, and noted that the procurement must ensure: no duplication of previously invested Project 06 equipment, no overlap of central and local capital sources, and compliance with the standards and norms of the People's Public Security sector.

The City People's Committee affirmed that this is an urgent task arising in 2025, because if it is not arranged promptly, Ho Chi Minh City will not complete the target according to Resolution 57-NQ/TW this year.
