As the opening day approaches, how is the Bien Hoa - Vung Tau expressway through Dong Nai?

According to the Prime Minister's direction, the Bien Hoa - Vung Tau Expressway component project 1 through Dong Nai must be technically open to traffic on December 19, 2025, but is still under construction.

Bien Hoa - Vung Tau Expressway has a total length of more than 53km with an investment of 17,800 billion VND, passing through Dong Nai province and Ho Chi Minh City. Of which, the section passing through Dong Nai is more than 34km long, divided into 2 component projects invested by Project Management Board 85 ( Ministry of Construction ) and Dong Nai Province Construction Investment Project Management Board.

As for component project 3, the 19.5km Bien Hoa - Vung Tau expressway section through Ho Chi Minh City, has been technically opened to traffic since April and is expected to be put into operation in December 2025.

According to VTC News Electronic Newspaper reporters, at the Bien Hoa - Vung Tau Expressway component 1 project, some short sections have been completed with asphalt paving, lane markings, guardrails and traffic signs installed.

According to observation, in the asphalted area, there are currently some workers constructing expansion joints for the overpass.

However, at some locations, progress is still slow, machinery is sparsely operating, workers are mainly focused on leveling, rolling the ground and completing the foundation before moving on to the next items.

According to the Dong Nai Province Construction Investment Project Management Board, packages 18 and 21 are being implemented synchronously from Km0+000 to Km16+000. The construction value has reached nearly 60%, while there are only 37 days left for the project to be completed and technically opened to traffic.

Component 1 of the Bien Hoa - Vung Tau Expressway is 16 km long, being constructed by 8 contractors, of which 3 units are ahead of schedule, the rest are still behind schedule.

At the 18km long component 2 project, contractors are entering the “sprint” phase. Although the basic source of fill soil has been secured, some items still lack fill soil and rock materials, key elements to complete the road surface structure.

According to Project Management Board 85, the total construction output of the Bien Hoa - Vung Tau Expressway Component 2 project has reached more than 70%. Although the source of fill soil has been basically secured, the supply of stone is still difficult, combined with the continuous rainy weather causing obstacles to the construction, but engineers and workers are still working hard to push the progress.

According to actual records at the scene, with the current human resources and construction speed, the Bien Hoa - Vung Tau expressway section through Dong Nai is facing the risk of not being able to complete the technical traffic opening on December 19, as directed by the Prime Minister .

Regarding the above situation, Chairman of Dong Nai Provincial People's Committee Vo Tan Duc issued a document emphasizing that completing the technical traffic opening of the project before December 19, 2025 is a political responsibility, as well as the honor and prestige of the province before the Prime Minister and the Ministry of Construction.

The leaders of Dong Nai province requested Mr. Dinh Tien Hai and Mr. Nguyen Linh, Deputy Directors of the Provincial Construction Investment Project Management Board, to directly direct, manage and take full responsibility before the Provincial Party Committee, the Provincial People's Committee and the Chairman of the Provincial People's Committee for the progress, quality, volume and effectiveness of the implementation of the Bien Hoa - Vung Tau Expressway Component 1 project. At the same time, the Department of Home Affairs was assigned to monitor and evaluate the capacity, sense of responsibility and performance of the two Deputy Directors mentioned above.

The Project Management Board was also asked to urgently add subcontractors and direct construction contractors to increase machinery, equipment, materials and labor to speed up progress and make up for delays.

At the same time, contractors must strictly ensure traffic at existing overpasses and construction material transportation routes, while ensuring traffic safety and environmental sanitation during construction.

Previously, on November 2, Minister of Construction Tran Hong Minh directly inspected the Bien Hoa - Vung Tau expressway project through Dong Nai and asked contractors to speed up progress, ensuring technical traffic opening by the end of 2025.
