The Draft Law on Electricity (amended) still has many issues on green energy development that need to be updated.
The purpose of the meeting is to absorb, study and supplement the Draft Law on Electricity (amended) after the meetings of the Government Standing Committee; the directions of the Prime Minister, Deputy Prime Minister; comments and suggestions from relevant agencies, the business community, etc. The meeting also continues to review the contents to complete the dossier before reporting to the Government and submitting to the National Assembly Standing Committee.
Implementing the Government's direction, the Ministry of Industry and Trade has made efforts to draft the Electricity Law (amended), widely soliciting opinions from ministries, branches, localities, organizations, experts, the business community and the social community. The Ministry also carried out parallel work to complete the dossier, seek appraisal opinions from the Ministry of Justice , and submit it to the Government for consideration and comments.
Accordingly, the Draft Law on Electricity (amended) stipulates the planning of electricity development and investment in construction of electricity projects; development of renewable energy and new energy electricity; electricity operation licenses; electricity market, electricity trading activities; responsibilities, rights and obligations of organizations and individuals operating in electricity and using electricity; operation and regulation of the national electricity system; protection of electricity works and safety in the electricity sector; state management of electricity.
The Draft Law has 9 chapters, 119 articles with 6 guiding contents that have been approved by the Government. According to experts' assessment, the Draft has basically met the set content and requirements. However, there are still some provisions and contents that need to be further studied and supplemented to suit the new situation, ensuring feasibility when put into practice.
Speaking at the meeting, Deputy Minister Truong Thanh Hoai emphasized that, as planned, the draft revised Electricity Law must be submitted to the National Assembly Standing Committee for comments in August 2024. The Government basically agrees with the submission of the Ministry of Industry and Trade. However, it is still necessary to continue to complete this draft Law in accordance with the spirit of Resolution 55/NQ-TW, ensuring both short-term and long-term electricity supply.
Through research and opinions, it is necessary to study and update some contents such as: Ensuring energy security, energy autonomy mechanism; energy infrastructure development program; socialization of investment in transmission grid; selection of investors, development of green energy; science and technology; energy import...
At the meeting, EVN representatives, members of the Drafting Committee, Editorial Team and other delegates gave their opinions and contributed additional content to the draft Law, emphasizing the work of ensuring energy security, electricity trading mechanism, regulations on localization rate... The Electricity Regulatory Authority, the Electricity and Renewable Energy Authority answered, clarified and accepted the opinions.
Concluding the meeting, Deputy Minister Truong Thanh Hoai requested the drafting unit to study and supplement the opinions of the delegates in the meeting with a high sense of responsibility and determination for national energy security; complete the draft with quality and progress as set.
According to the plan approved by the National Assembly, the Electricity Law Project (amended) will be submitted to the National Assembly for comments at the 8th Session (October 2024).
