Just by patrolling and checking, we will detect violations of minors and students who are not old enough to drive large-displacement motorbikes. It is worth mentioning that they know that they are violating the law but still drive, and in many cases, when discovered, they still show a subjective attitude. For example, in the case of HHÐ (born in 2005, residing in Tan Loc commune, Thoi Binh district), when discovered, he innocently gave an excuse: "I just came here to do some business, so I drove this motorbike to be faster, but I didn't expect to be punished like this". Present at the place where the violation was handled, Ð's parents confided: "We have a small motorbike (a motorbike with a cylinder capacity of less than 50 cm3 - PV) for him to use, but he refused to take it away, only this one would be taken away, so he was punished like this".

In reality, the management of underage users of large-displacement motorbikes by some parents is still lax. Many people see that their children know how to drive motorbikes and just give them the motorbike without worrying about the fact that their children are not qualified enough to drive.
According to the recommendations of the industry, teenagers and students who are not old enough to drive large displacement motorbikes are at risk of accidents. Because, in addition to the problem of lack of knowledge and skills in traffic participation, this is also an age group that is quite impulsive and likes to show off, thus easily leading to many unfortunate incidents.
Currently, the practice of minors driving large displacement motorbikes is still quite common, especially at secondary and high schools in the area. Although the school has reminded students about driving large displacement motorbikes to school, many students still carelessly violate the rules and deal with it by parking their motorbikes in parking lots outside the school.

Major Nguyen Minh Man, Captain of the Traffic Police - Order Team (CSGT-TT), Ca Mau City Police, said: “Realizing this, recently, implementing the direction of the City Police leaders, the Traffic Police - Order Team has coordinated to organize propaganda campaigns on traffic safety and order for students, including the regulation of not using large-displacement motorbikes to school when underage. In addition, the Team has also directly propagated to more than 1,000 teenagers and students through patrols and inspections. At the same time, coordinating with local motorbike businesses to organize safe driving instruction sessions for students, gradually raising their awareness of self-discipline in obeying the law, so that students can go to school more safely, minimizing collisions and traffic accidents for students”.
In Ca Mau City alone, since the beginning of the year, the Traffic Police force of the City Police has detected and handled over 200 cases of violations of underage driving of large-displacement vehicles. The above figures show that the situation of underage driving of large-displacement vehicles is a difficult problem for the authorities. Changing the perception of this group does not only come from launching a campaign to punish, but also requires close coordination between the government, schools and parents in management and propaganda work in the area./.
