Can Tho plans to merge 3 lottery companies

(Dan Tri) - Can Tho proposed merging 3 lottery companies into one enterprise worth more than 1,600 billion VND, keeping the same issue date and brand name to stabilize revenue and employment after the conversion.

On November 14, a source from Dan Tri reporter said that the Chairman of Can Tho City People's Committee signed document No. 01 on the overall plan to restructure the organizational structure within administrative agencies, public service units and state-owned enterprises in the area.

In the plan to reorganize state-owned enterprises, it is worth noting the proposal to merge the three Lottery Companies of Can Tho, Hau Giang and Soc Trang into a single enterprise, with a total charter capital after consolidation expected to reach VND 1,604.88 billion. This is a group of enterprises that is contributing about 25% of the city's total budget revenue from 2026 onwards.

According to the plan, the merged enterprise will be organized according to the model of the Board of Members - Board of Directors, headquartered in Can Tho and have 2 branches in Soc Trang and Hau Giang . The city proposed to continue to maintain the current 3-day lottery ticket issuance to ensure budget revenue and jobs for thousands of workers, while keeping the names "Can Tho Lottery", "Soc Trang Lottery" and "Hau Giang Lottery" for each opening day.

Can Tho believes that keeping the release schedule and brand name is necessary to ensure continuity and limit negative impacts on trade and service activities in Soc Trang and Hau Giang after the merger.

Can Tho has 20 state-owned enterprises, of which 6 are 100% state-owned: Can Tho, Hau Giang and Soc Trang Lottery State Limited Company, Co Do Agriculture Limited Company, Song Hau Agriculture Limited Company, Soc Trang Forestry Limited Company and 14 state-owned enterprises.

According to the arrangement plan, Can Tho city will restructure state-owned enterprises, equitize and divest state capital according to the following principles: State-owned enterprises will only focus on key, essential strategic areas; important areas and national defense and security; necessary areas that enterprises from other economic sectors do not invest in.

The goal is to meet the requirements of streamlining and professionalizing the apparatus, while creating new development space for state-owned enterprises - especially the group of lottery enterprises that are playing an important role in local budget revenue.

In the field of education, the network of public schools is basically maintained, only merging small-scale schools that do not meet standards. The health sector continues to maintain the stability of public hospitals at the city level, while organizing 103 commune and ward health stations under the People's Committees at the commune level.

At the government level, the internal apparatus of city-level administrative agencies remains the same as the current 100 units. The commune level is reorganized into three specialized departments and one public administration service center to reduce intermediary levels and increase efficiency in serving the people.
