Chairman of Can Tho City People's Committee Tran Viet Truong has just signed and issued Official Dispatch No. 5126/UBND-XDDT on implementing urgent and effective solutions in disbursing public investment capital in 2024 in the city.

According to the above Official Dispatch, in order to continue promoting positive aspects and rectify existing and limited aspects, promptly resolve difficulties and bottlenecks in investment in the past time, accelerate the progress of implementation and disbursement of the 2024 public investment plan, ensuring the disbursement target reaches over 95% of the assigned capital plan (by the end of the 2024 budget year), the Chairman of the City People's Committee requests the Directors of Departments, Heads of agencies, departments and branches of the city, Secretaries of districts, Chairmen of People's Councils of districts, urgently implement flexible, creative, timely and effective measures and solutions; be resolute and highly determined in directing and operating, clearly assigning people, tasks, responsibilities, progress and results; strengthen discipline and order in disbursing public investment capital; focus on inspection and supervision work, promptly remove bottlenecks and obstacles in implementation organization.

The Secretary, Chairman of the People's Council, Chairman of the People's Committee of the district shall strengthen the inspection and direction of the work of compensation, support, resettlement, and handover of construction sites, especially key works and projects in the area, prioritizing the allocation of sufficient funds to carry out compensation and site clearance for areas with sufficient conditions; carry out well the work of propaganda, mobilization, inventory and speed up the progress of urbanization in resettlement areas to hand over construction sites early. Promote and further improve the effectiveness of the Public Investment Disbursement Monitoring, Inspection and Urge Team according to the direction of the Chairman of the City People's Committee in Official Dispatch No. 3611/UBND-XDDT dated August 23, 2024; assign leaders to monitor, increase the frequency of inspection, supervision, and specifically evaluate the results of work implementation each week, closely follow the project implementation progress, promptly handle existing problems and inadequacies, resolve difficulties and obstacles, speed up the implementation progress and disbursement of public investment capital.

Along with that, strengthen the inspection, urging, timely commendation and reward of organizations, individuals and units achieving good results in disbursing public investment capital; at the same time, resolutely and strictly handle investors, project management boards, organizations and individuals who intentionally cause difficulties, obstruct, lack responsibility and delay the progress of capital allocation, capital adjustment, project implementation and disbursement of public investment capital.

According to the report data of Can Tho State Treasury (as of November 14, 2024), in 2024, the city's public investment capital plan is VND 8,832,514 billion, the city's disbursement rate is 59.9% (VND 3,579,503/VND 5,866,658 billion) of the capital plan assigned by the City People's Council (of which, 25 city-level investors: capital plan is VND 5,866,658 billion, disbursed 61%; 9 district-level investors: capital plan is VND 2,965,856 billion, disbursed 57.6%) and reached 52.9% (VND 5,286,804/VND 9,995,095 billion) of the capital plan according to the Prime Minister's decision.

Of which, 6 units disbursed from 90% - 100%; 3 units disbursed from 83% - 89.4%; 5 units disbursed from 70% - 75.7%; 8 units disbursed from 60% - 69.2%; 5 units disbursed from 50% - 54.4%; 7 units disbursed from 4.8% - 41.9%).
