However, in my opinion, for the institution to be truly concretized and highly feasible, it is necessary to clarify specific implementation mechanisms.

First of all, it is necessary to clearly identify key agricultural products with competitive advantages for the region and the country such as rice, fruit trees, seafood, coconut, coffee, etc. as priority subjects for conversion towards green, circular agriculture. Determining this focus will help the process of perfecting mechanisms and policies to be focused, effective and synchronized with the development orientation of each product line.

In addition, the content should also consider adding content on developing regional agricultural innovation centers, to promote research activities, high technology application and transfer of technical advances to localities. This can be considered an important solution leading to the formation of an innovation network, supporting the process of transforming the growth model and improving the competitiveness of the agricultural sector.

To achieve the goal of building a modern, ecological, green and sustainable agriculture, it is necessary to focus on synchronously implementing a number of key groups of solutions for the three rural areas (agriculture, farmers, rural areas), specifically the following 3 groups of solutions:

First of all is the group of solutions: "Innovating thinking and agricultural development models towards ecological and circular economy".

In this group of solutions, the transition from “agricultural production” to “agricultural economy” must be based on the principles of circulation, saving and reusing resources. In particular, it is important to increase the application of the multi-value integrated agricultural economic model, combining agricultural production - environmental protection - cultural preservation and rural tourism development. At the same time, it is also necessary to promote solutions to reduce greenhouse gas emissions, properly manage organic waste, and recycle/reuse by-products, etc.

Next is the solution group on: "Promoting digital transformation and high-tech application in agriculture". In this solution group, it is necessary to first focus on building and operating a national digital data platform on agriculture, connecting and exploiting data on land, meteorology, crops, livestock and consumer markets.

Next is to encourage the application of digital technology in production management and operation (AI, IoT, GIS), develop precision agriculture, smart agriculture with sensor systems, drones, water-saving irrigation and automatic monitoring. In addition, it is also necessary to promote parallel support for enterprises and agricultural cooperatives to deploy e-commerce, traceability and build digital brands for local agricultural products.

The agricultural sector needs to promote digital transformation and high-tech application in agriculture.

And finally, the solution group on: "Developing human resources and improving farmers' lives". In this solution group, it is necessary to focus on improving production levels, the ability to apply technical advances, as well as digital skills and market economic thinking for farmers, helping them proactively access science and technology and boldly and proactively participate in the agricultural value chain.
