Lach Huyen – From the gateway to the region to a link in the intercontinental transport chain.
The Lach Huyen port complex is planned as a deep-water seaport, a special national seaport, and together with the Ba Ria - Vung Tau port complex, plays the role of an international maritime gateway for Vietnam. Bringing the deep-water berths at Lach Huyen into operation is considered the most important milestone in the process of repositioning Hai Phong Port's role on the regional seaport map.

Previously, on international shipping routes, Hai Phong Port primarily served as a consolidation port, where export goods had to be transshipped through deep-water ports such as Singapore or Hong Kong. However, this role has completely changed. The commissioning of Berths 3 and 4 at Lach Huyen is not merely an infrastructure expansion, but a qualitative leap in competitiveness. With berths approximately 750m long and considerable depth, these berths are built to international standards, allowing them to directly accommodate container ships up to 165,000 DWT. This transforms Hai Phong Port into a gateway for Vietnamese goods to reach European and American markets directly without transshipment. In particular, the strategic partnership with Terminal Investment Limited (TIL) – the port operator of MSC Group – not only provides a stable cargo supply but also allows Hai Phong Port to access advanced global technology and management models.
Sharing his thoughts on the significance of this collaboration, Mr. Ha Vu Hao – Deputy General Director of Hai Phong Port Company – emphasized: “MSC has a long history of development with extensive global management experience. Through this cooperation, we have sent personnel to their owned ports, such as in Valencia (Spain), to directly learn about smart port management, from ship entry and exit procedures to optimizing equipment layout on the yard. This is an opportunity for Hai Phong Port to accumulate experience and narrow the gap with modern seaports around the world.” This provides a foundation for the company to participate directly in the network of ports receiving mother ships on intercontinental routes for the first time, helping businesses reduce logistics costs and enhance Hai Phong's attractiveness to international investors.

Beyond simply expanding its scale, Lach Huyen is also being oriented towards developing as a green and smart port, becoming a driving force for the logistics ecosystem in the Hai Phong area and the entire Northern key economic region.
Restructuring Hoang Dieu Port – Balancing Political Objectives and Economic Efficiency
The past year also witnessed the leadership of Hai Phong Port in tackling the historic challenge of "Relocating Hoang Dieu Port" and transforming the function of the Hoang Dieu port area to serve the city's urban planning and renovation. Recognizing this as a key political task, yet one full of challenges requiring a harmonious balance between cash flow and labor, Hai Phong Port Joint Stock Company successfully achieved a "dual objective": handing over the site on schedule while ensuring an uninterrupted supply chain.
The organizational restructuring decision of Hai Phong Port involved merging Hoang Dieu Port and Chua Ve Port into Hoang Dieu Chua Ve Port – a strategic step aimed at streamlining the organization, unifying management, leveraging the strengths of both port areas, enhancing general cargo handling capacity, and creating a foundation for sustainable development in the next phase. This merger facilitates smooth coordination of goods and labor, while strengthening synchronized coordination throughout the entire system, from ship dispatch, loading and unloading, warehousing to logistics and support services, in order to shorten handling time, optimize costs, and increase value for customers. Currently, Hoang Dieu Chua Ve Port is the leading general cargo and domestic container port in the Hai Phong area, accounting for approximately 23% of the domestic container market share and 55% of the non-container cargo market share in the Hai Phong region.

In addition to addressing infrastructure and cargo flow issues, Hai Phong Port also pays special attention to social welfare and human resource stability, preparing a workforce for the new ports at Lach Huyen, and fostering consensus and cooperation among workers during the transition period.
Vision 2030 – Creating a Green and Modern Logistics Ecosystem
Alongside restructuring, and in the context of new-generation free trade agreements such as EVFTA and CPTPP, which place increasingly stringent demands on carbon emission reduction, Hai Phong Port Company has clearly identified that digital transformation and green transformation are no longer slogans, but essential requirements and a passport to participate deeply in the global supply chain.
Building upon approved digital transformation strategies, Hai Phong Port is implementing a comprehensive range of solutions: the Smart Gate system with automatic container code and vehicle license plate recognition capabilities, and the e-Port system, along with centralized management platforms, customer care, and intelligent operational control, providing superior convenience for customers. The company is continuing to build a centralized data warehouse, applying Big Data and AI to forecast throughput, optimize yard space allocation, and coordinate equipment, gradually forming a smart port model with a Digital Twin 3D model.
Along with digitalization comes the roadmap for developing green ports. The leadership of Hai Phong Port Joint Stock Company has issued a Green Port Development Plan for the period 2025–2030, in line with the Master Plan for the Development of Vietnam's Seaport System. This plan focuses on five key breakthroughs, closely interwoven with each other.
First and foremost is the strategy of investing in in-depth infrastructure. At Lach Huyen, the company is not only effectively operating Berths 3 and 4, but is also actively preparing resources to report to the City and the Central Government for permission to participate in investing in subsequent berths according to the plan. Simultaneously, the inner port area is also undergoing a "transformation" through the modernization of equipment and technology, ensuring seamless and synchronized connectivity between the deep-water "forward port" and the "rear port" in the river. The second key focus is the strong shift from a purely port operation model to the development of a comprehensive logistics ecosystem. Hai Phong Port is determined to expand its development space through the establishment and cooperation in operating large-scale logistics centers, ICDs, and warehouses. The goal is to create a closed-loop service chain, connecting multiple modes of transport from road and rail to inland waterways, helping to optimize costs for the business community. In particular, digital transformation and green growth are identified as core competitive keys. With the Green Port Development Plan for the period 2025-2030 already issued, Hai Phong Port is implementing concrete and ambitious steps. As early as October 2025, a rooftop solar power system was installed at the Tan Vu Port Branch. Following that, 2026 will mark a milestone in piloting onshore power supply at Pier 1 of Tan Vu Port, creating a foundation for the 2026-2030 period to strongly transition forklifts and trailers to electric or hybrid engines, as well as researching the application of green hydrogen fuel.

According to Mr. Ha Vu Hao, meeting current green and occupational safety standards is not only a regulation but also pressure from major partners. When approaching large shipping companies, occupational safety and environmental standards are raised to very high levels. For example, providing onshore power to ships when they dock instead of running diesel engines, or providing proper personal protective equipment from shoes and helmets to reflective vests… are mandatory requirements that the company is striving to strictly comply with in order to integrate into the market.
The company also prioritizes human resources and international cooperation, considering them a solid foundation for all its plans. By leveraging capital and technology from major players like TIL/MSC and global partners, Hai Phong Port is committed to continuously training and improving the quality of its human resources, ready to master the world's most modern port management technologies. Affirming the role of human resources in the digital age, Mr. Hao stated: "If we have the financial resources, we can immediately purchase modern equipment and technology. However, to operate those systems effectively, people are the key factor. Therefore, in addition to infrastructure investment, Hai Phong Port always focuses on training its workforce, because only skilled people can master a modern port."
From a traditional seaport closely linked to the historical development of the port city, Hai Phong Port Joint Stock Company is undergoing a strong transformation, not only expanding in scale but also fundamentally innovating its development mindset.
