At the embankment area on Pham Van Dong Street (North Nha Trang Ward), large waves suddenly rose, continuously crashing over the embankment and then spilling onto the street on the evening of November 27. The white waves covered the road surface, making moving through this area potentially dangerous.
After the images and videos went viral on social media, many locals and tourists came to witness the rare sight. Some stood close to the edge of the embankment to film, while others even sat on the embankment in “mermaid” costumes, braving the big waves.

To ensure the safety of residents and tourists, the People's Committee of Bac Nha Trang Ward has directed the Department of Economics , Infrastructure and Urban Areas to deploy warning and reminder measures from November 28.
Mr. Le Xuan Loc, Head of the Economic, Infrastructure and Urban Department of Bac Nha Trang Ward, said: "After recording the situation, we directly went to the scene to put up signs restricting traffic, set up warning barriers, and assigned personnel to be on duty at the intersection of Mai Xuan Thuong - Pham Van Dong to remind residents and tourists."
The act of approaching too close to the sea edge when the waves are high is actually not new in Nha Trang. Having shared with Tri Thuc - Znews about the level of danger of this action, Mr. Nguyen Van Hung, captain of the patrol and rescue team of Nha Trang Bay Management Board, said that the unit does not encourage recording or taking photos at the embankment, especially when the waves are up to 3-4 meters high.
"The power of the waves can knock people down if they stand too close to the sea surface. For those who 'check-in' at the embankment area, the Management Board's staff is always on duty to remind and warn to ensure safety," Mr. Hung said.

The high wave phenomenon occurred right after the historic flood in Khanh Hoa and coincided with the circulation of storm No. 15 (Koto) combined with the strengthening northeast monsoon, causing strong fluctuations in the sea area of Khanh Hoa.
According to Khanh Hoa Hydrometeorological Station, at 4:00 a.m. on November 29, the center of storm No. 15 was about 310 km northwest of Song Tu Tay Island. Winds near the center of the storm were at level 9-10 (75-102 km/h), gusting to level 13.
The sea off Khanh Hoa recorded strong winds of level 6-7, increasing to level 8, gusting to level 9-10; waves 5-7 m high; rough seas.
It is forecasted that in the next 72-120 hours, storm Koto will continue to move slowly in the West Southwest direction at a speed of about 5 km/h and weaken further due to the subtropical high pressure and cold air gradually decreasing.
Faced with the complicated developments of storm No. 15, the People's Committee of Khanh Hoa province issued a telegram requesting localities to proactively prevent natural disasters, urgently calling on boats to safely anchor ashore and officially banning the sea from 7am on November 28. People are asked not to stay on cages and rafts, and activities at sea are temporarily suspended until the weather stabilizes.
In neighboring provinces, the storm's impact also disrupted maritime traffic. In Phu Quy Special Economic Zone (Lam Dong), the high-speed boat route Phan Thiet - Phu Quy was temporarily suspended due to 3.8-4.9 m high waves and strong gusts of wind. The Sa Ky - Ly Son route (Quang Ngai) also stopped operating to ensure the safety of residents and tourists.
