Warning about forged documents of Social Security agencies for the purpose of fraud

In addition to the cases of many subjects impersonating employees of the Social Insurance Agency of Tay Ninh province to instruct and request people to provide personal information to serve "data synchronization", "update citizen identification information (CCCD), social insurance, health insurance (HI)" or threaten to stop/delay pension payments, recently, in some localities in the province, more sophisticated and reckless scams have continued to appear.

"Invitation" impersonating the Social Security agency to defraud people

The subjects used the trick of forging invitations, fake stamps and forged signatures of leaders of the provincial Social Insurance and local Social Insurance. The "invitation" contained the following content: "Pursuant to Decision No. 188/2025/ND-CP, Clause 6, Article 6, stipulating the level of support for health insurance contributions from the state budget. Details of the support for health insurance contributions from the Law on Health Insurance. Support 100% of the health insurance contribution level for households residing in poor communes according to the Prime Minister 's Decision and other documents of competent authorities".

At the same time, the "invitation" requires people to bring: health insurance card, ID card and file code provided by the Ministry of Health's Electronic Information Portal to work directly at the "social insurance agency" at the specified time. Some invitations also clearly state that people must come in person, not through someone else, to create a sense of authenticity and urgency.

The forgery in these cases is tightly organized, sophisticated and carefully prepared in terms of form and form. Notably, the forgery has upgraded from impersonating social insurance specialists to impersonating local social insurance leaders, causing many people to lose their vigilance and risk having their personal information or property stolen.

Tay Ninh Provincial Social Insurance affirms: Provincial Social Insurance and Social Insurance agencies do not issue or use "invitation" forms with the above content, and do not send work notices via social networks, text messages or unofficial information channels. All information exchanges, instructions and implementation of policies on social insurance and health insurance are only carried out at the headquarters of the Social Insurance agency or on the National Public Service Portal, the Vietnam Social Insurance Electronic Information Portal and the VssID application.

To avoid being taken advantage of and scammed, workers and people need to regularly update information on social insurance and health insurance policies and laws through official channels of the social insurance industry; follow announcements from authorities about fraud methods and tricks on mass media; research and check carefully before making transactions online (do not add Zalo friends, do not click on strange links or provide OTP codes, personal passwords, etc.).
