Ho Chi Minh City - Moc Bai Expressway: Tay Ninh reaches 87% of site clearance progress

By November, Tay Ninh had paid VND2,645.8 billion in compensation to 1,926 households, reaching nearly 87% of the plan. The project has a total investment of VND19,617 billion, is 51 km long, and is expected to start construction on December 19 and be completed in 2027.

Site clearance progress reached 87%

According to the Tay Ninh Provincial Construction Investment Project Management Board, by November 7, localities in the province had paid compensation to 1,926 households with a total amount of VND 2,645.8 billion, reaching nearly 87% of the approved plan. Site clearance and resettlement work for the Ho Chi Minh City - Moc Bai Expressway project (CT.31) through the province is being urgently completed to meet the construction schedule.

Scale and scope of influence

The approved plan for component project 4 (compensation, support, resettlement) in Tay Ninh province affects 2,260 households and 17 organizations, of which 230 households are resettled. The total area of ​​recovered land is more than 246 hectares, with the initial approved compensation cost of more than 3,056 billion VND.

Specifically by locality:

  • An Tinh Ward and Gia Loc Ward : 1,159 households, 4 organizations and 81 resettled households
  • Go Dau Ward and Phuoc Thanh Commune : 964 households, 7 organizations and 135 resettled households
  • Ben Cau Commune : 127 households, 6 organizations and 14 resettled households

Progress of resettlement areas

Tay Ninh is simultaneously completing infrastructure in three resettlement areas to prepare for handover to people:

  • Hung Thuan Commune Resettlement Area (10.7 ha): Includes 402 plots, site leveling, drainage, domestic water supply and traffic roads are under construction. Construction time from the end of February to the end of November 2025.
  • Go Dau Ward Resettlement Area : Includes 169 completed construction lots.
  • Dia Xu canal resettlement area, Ben Cau commune : 147 plots of land were arranged for the project (out of a total of 244 plots, 97 plots were arranged for other projects).

Partial handover of premises

Site handover work is being implemented synchronously in localities:

  • An Tinh Ward: 4/4.24 km
  • Gia Loc Ward: 5.5/7.3 km
  • Go Dau Ward and Phuoc Thanh Commune: 4.9/12.6 km
  • Ben Cau Commune: 2.1/2.4 km

At the same time, the relocation of electricity, water and telecommunications infrastructure items is being evaluated for design and estimates.

Total investment and project structure

The Ho Chi Minh City - Moc Bai Expressway Project Phase 1 was approved by the Prime Minister on August 2, 2024 under the public-private partnership (BOT) form, with a total length of about 51 km, of which the section passing through Tay Ninh is more than 26.3 km long. The route is designed according to 4-lane expressway standards, with a speed of 120 km/h.

The project is divided into 4 component projects:

  • Component project 1 : Construction of Ho Chi Minh City - Moc Bai Expressway (phase 1), invested under BOT method. Ho Chi Minh City is the investor, Feasibility study report approved on July 23, 2025.
  • Component project 2 : Construction of residential access roads, overpasses across highways and bridges at intersections (except overpasses on Ring Road 3 and Provincial Road 15), invested in the form of public investment. Tay Ninh Province is the investor, the Feasibility Study Report was approved on June 16, 2025.
  • Component project 3 : Compensation, support, resettlement of the section passing through Ho Chi Minh City, invested in the form of public investment. Approved by Ho Chi Minh City People's Committee on April 5, 2025.
  • Component project 4 : Compensation, support, resettlement of the section passing through Tay Ninh province, invested in the form of public investment. Approved by Tay Ninh Provincial People's Committee on March 13, 2025.

The total investment for the entire project is 19,617 billion VND, of which the State capital is 9,674 billion VND (including 6,802 billion VND from the Ho Chi Minh City budget and 2,872 billion VND from the Central budget).

Adjusting funding and support from Ho Chi Minh City

Initially, the 4-section component project through Tay Ninh was approved in March 2025 with a capital of 1,504 billion VND. However, during the implementation process, due to adjustments and additions to the plan, the compensation cost increased to 3,749 billion VND. Facing capital difficulties, Tay Ninh province requested Ho Chi Minh City to support 1,806 billion VND to ensure progress.

At the recent 5th Session of the 10th term of the Ho Chi Minh City People's Council, the city approved a resolution to use the budget to support Tay Ninh with VND 1,806 billion for component project 4, to speed up the progress of site clearance and resettlement, ensuring the project is implemented according to plan.

Implementation plan and impact

According to the plan, the construction package is expected to start on December 19 and complete the entire route and put into operation in 2027. After completion, the expressway will shorten travel time, reduce transportation costs, attract investment in the industrial chain, Moc Bai urban area associated with the trans-Asian economic corridor, promote trade with Cambodia and the ASEAN region.
