Cat Lai Bridge and Dong Nai 2 are selected investors in special cases

On December 9, the People's Council of Dong Nai province considered a draft resolution on investing in the construction project of Cat Lai bridge and Dong Nai 2 bridge under public-private partnership.

At the 8th session of the Dong Nai Provincial People's Council, the Dong Nai Provincial People's Committee submitted a report on the investment in the construction of Cat Lai Bridge and Dong Nai 2 Bridge (Long Hung Bridge) under the PPP investment method and proposed to select investors in special cases.

Dong Nai Provincial People's Committee assessed Cat Lai Bridge and Dong Nai 2 Bridge as one of the projects of special importance in enhancing traffic connection between Dong Nai, Ho Chi Minh City and the Southern key economic region.

At the same time, these two projects will create momentum for socio-economic development and effectively exploit urban space, seaports, Long Thanh airport, etc.

Accordingly, the People's Committee of Dong Nai province determined that the Cat Lat bridge project is a group A project, a special-grade project, including a bridge and a road with a total length of more than 11.6km. The starting point of the project is in Cat Lai ward (HCMC), the end point is at the intersection of Ben Luc - Long Thanh expressway in Dai Phuoc commune, Dong Nai province.

The total preliminary investment of the project is nearly 18,300 billion VND (excluding interest).

Similarly, the Dong Nai 2 bridge project has a bridge and route length of about 9.8km connecting Long Phuoc ward (HCMC) through Tam Phuoc ward, intersecting with Bien Hoa - Vung Tau expressway (Dong Nai province).

Starting point of Ho Chi Minh City Ring Road 3 intersection at Go Cong intersection (Km1+500) to the end point of the project intersection with National Highway 51.

The project has a total investment of nearly 11,500 billion VND (excluding interest).

The investment in building Dong Nai 2 Bridge aims to create more direct connections from the north and northeast of Ho Chi Minh City to Dong Nai province, reducing pressure on Hanoi Highway and Long Thanh - Dau Giay Expressway.

In addition, the project will directly promote urbanization and socio-economic development in Long Hung, Phuoc Tan, Tam Phuoc wards in Dong Nai and 12 wards of Thu Duc city (old).

Both of the above projects are proposed to be invested in the PPP method under BT contracts, with payments to investors made from public land auction revenues or public investment capital.

The two projects are expected to be constructed in the 2026-2029 period.

The People's Committee of Dong Nai province proposed that the Provincial People's Council agree to apply the method of selecting investors in special cases for the two projects of Cat Lai and Dong Nai bridges, due to the urgency of the project to effectively exploit Long Thanh airport, connect with Ho Chi Minh City and develop the economy of Dong Nai province.

Investors selected in special cases must apply a minimum reduction of 5% of the BT contract value to ensure economic efficiency in project investment.

The project will organize a competition for bridge architectural plans according to the provisions of law and PPP... Before submitting these two projects to the People's Council, Construction Corporation No. 1 - JSC is the unit that proposed to implement the project.
