'Green finance' bridge for Vietnamese localities with international organizations

According to a VNA correspondent in Switzerland, the Permanent Mission of Vietnam to the United Nations, the World Trade Organization (WTO) and international organizations in Geneva on November 28 held a seminar on “New global trends in green finance and sustainable agriculture - Policy implications for Vietnam”.

The event took place in a combination of live and online formats with the participation of domestic locations including Nghe An, Hai Phong, Lam Dong, Dien Bien , Hue City and Quang Ninh.

Attending the seminar were many experts from major organizations such as the WTO, the Organization for Economic Cooperation and Development (OECD), the World Economic Forum (WEF) and the Forest Stewardship Council (FSC), and representatives of the financial community in Switzerland. On the Vietnamese side, there were leaders of many localities including Nghe An, Hai Phong, Lam Dong, Dien Bien, Hue City and Quang Ninh, along with representatives of leaders and staff of the Delegation.

In his opening speech, Mr. Cung Duc Han - Chargé d'Affaires of the Permanent Mission of Vietnam in Geneva - emphasized that Vietnam is vigorously implementing its commitments on emission reduction, circular economy and sustainable agriculture in the spirit of COP26. He said that the increase in requirements on environmental standards, traceability and emission assessment from major markets is both a challenge and a driving force for Vietnamese localities to improve production capacity and participate more deeply in the global value chain. Chargé d'Affaires Cung Duc Han affirmed that the Delegation will continue to act as a bridge between Vietnamese localities and international organizations in Geneva to promote substantive cooperation in the fields of green finance, green agriculture and sustainable trade.

At the seminar, international speakers analyzed global trade prospects, green finance trends, new requirements in sustainability certification, experience in mobilizing capital for the regenerative economy and the impact of climate change on the economies of developing countries, and made many recommendations for Vietnam.

The WTO representative highlighted the trend of “greening” global trade and the importance of data transparency in agricultural supply chains. Meanwhile, the OECD expert said that Vietnam has the opportunity to attract green capital if it strengthens ESG standards (a set of 3 criteria including Environment, Social and Governance) and perfects the sustainability reporting mechanism.

For his part, the WEF representative focused on the impact of climate change on food security and recommended that Vietnam expand climate-adaptive production models, improve disaster resilience and innovate water resource management. The FSC representative said that sustainable forest certification is a key factor in helping Vietnamese forest products penetrate high-quality markets.

In addition, a Swiss impact investment expert shared his experience in mobilizing private capital for regenerative economic models and sustainable agriculture, thereby suggesting some directions for Vietnamese localities in project design and attracting investors.

Speaking at the discussion session, Mr. Phung Thanh Vinh, Vice Chairman of Nghe An Provincial People's Committee, highly appreciated the discussion and emphasized: "Vietnamese localities, including Nghe An, attach great importance to updating new world trends on green finance and sustainable agriculture. Today's discussion has provided practical and effective content for Nghe An province in particular and Vietnamese localities in general. We hope to find specific cooperation models that are suitable to local advantages and green development requirements."

Meanwhile, Ms. Luong Thi Kiem - Deputy Director of the Department of Agriculture and Environment of Hai Phong City - said that the locality is focusing on promoting green agriculture through the application of science and technology, expanding safe agricultural production and strengthening environmental management throughout the value chain. She emphasized that Hai Phong wishes to expand international cooperation on green standards, environmental treatment technology, traceability and low-emission production models to meet the increasing demands of domestic and international markets.

Regarding Hue, the representative of this city - Mr. Phan Quoc Son - stated that the locality is promoting green finance development, integrating sustainability criteria into the appraisal and selection process of projects, and encouraging businesses to switch to circular production models, saving energy. He said that Hue City is being heavily impacted by natural disasters and floods - increasingly obvious consequences of climate change - so it especially wants to strengthen international cooperation in climate risk management, post-disaster recovery and sustainable livelihood development for the people.

Representatives of Vietnamese localities also shared priorities in sustainable agricultural development, strengthening environmental management, improving traceability data and enhancing the ability to meet green standards in international trade. Many localities identified the task of developing climate-resilient agriculture as increasingly urgent, especially in the context of increased floods and natural disasters due to the impact of climate change. This is an area in which localities wish to expand international cooperation to improve capacity and access advanced technology. Many localities proposed the need for a more synchronous support policy framework to promote green agricultural development, including perfecting regulations on environmental standards, traceability and emission measurement indicators; requesting continued support from international organizations in technology transfer and experience sharing to improve capacity to meet green standards in international trade.

Delegates also said that the seminar is a suitable forum to help localities access international information, find partners and share green transformation experiences. Many international organizations and Swiss businesses expressed their desire to continue working with Vietnamese localities on specific cooperation opportunities after the seminar.

On the sidelines of the event, the Delegation also organized an exhibition space to introduce information and publications on economic development potential, industry strengths and investment opportunities of Vietnamese localities. This activity contributes to promoting the local image, promoting connections and expanding cooperation with the international community.
