Caring for social welfare - leaving no one behind.

For the first time during the Lunar New Year of the Horse 2026, the family of Mr. Tho Thoai (of the Choro ethnic group, residing in Xuan Que commune, Dong Nai province) celebrated the holiday in their new, sturdy house, which was handed over at the end of August 2025. In addition to housing assistance, the family was also given access to policy-based loans, receiving timely and complete government policies for disadvantaged ethnic minority households, and benefiting from the care and support of the community. Thanks to the attention and support from various sources, coupled with the efforts of family members, the family's life is steadily improving.

Mr. Tho Thoai's family is one of the poor, near-poor, and disadvantaged families in Dong Nai who receive government policies and community support to build a better life, in line with the principle of leaving no one behind.

Join hands to help those in need.

Statistics from the Vietnam Fatherland Front Committee of Dong Nai province show that the province still has 2,900 poor households, more than 1,900 near-poor households, and many other disadvantaged individuals in need of assistance.

In addition, the province has nearly 142,000 cases of social welfare and social pensioners receiving regular allowances, including: children under 16 years old without a source of support, people infected with HIV from poor households, poor single parents raising children, social pensioners, people with severe and extremely severe disabilities, and those receiving care and support in the community.

To assist these underprivileged individuals, Dong Nai province has first implemented various support policies.

According to Deputy Director of the Department of Health Pham Thi Mai Huong, Dong Nai province implements the social welfare and social retirement allowance payment system correctly, fully, and promptly each year for those receiving regular allowances. Specifically, in the period 2021-2025, the province disbursed over 3.8 trillion VND to eligible recipients. At the same time, the province has supported people with disabilities by providing early detection, intervention, orthopedic surgery, and assistive devices to 13,100 people with disabilities. In addition, 21 social welfare facilities (including 2 public social welfare facilities) are caring for nearly 1,400 homeless individuals…

Comrade Huynh Thi Hang, Deputy Secretary of the Provincial Party Committee and Chairwoman of the Vietnam Fatherland Front Committee of the province, visited students of Loc Tan Secondary School (Loc Tan commune) to check on the computers they had just received as a donation.

Poor and near-poor households, as well as other disadvantaged cases, can also access policy-based capital to create their own jobs through trading, agricultural, forestry, and handicraft production, and services; invest in their children's education; and build houses, clean water facilities, and rural sanitation facilities.

According to Le Ba Chuyen, Director of the Dong Nai Provincial Branch of the Social Policy Bank, in 2025, over 65,700 households will receive policy loans totaling over 3.7 trillion VND. Programs with a large number of disbursed loans include: loans for job creation (24,400 cases), loans for clean water and rural sanitation (nearly 21,000 households), and loans for students (12,300 cases). Currently, the entire provincial branch of the Social Policy Bank is providing loans to 212,500 cases totaling over 12 trillion VND. Those who received loans have effectively utilized the policy capital, thereby contributing to improving the material and spiritual lives of their families.

In particular, according to Ms. Luu Thi Ha, Vice Chairman of the Vietnam Fatherland Front Committee of Dong Nai province, in implementing the Movement to Eliminate Temporary and Dilapidated Houses, in 2025, the entire province mobilized the synchronized participation of all levels, sectors, businesses, and the community, supporting the construction of 935 houses with a total cost of 65.44 billion VND, completing the plan 4 months ahead of the central government's assigned target. Not only caring for the people in the province, Dong Nai also provided 48 billion VND to help neighboring provinces eliminate temporary and dilapidated houses; and simultaneously mobilized over 134 billion VND to support people in the North and Central regions in overcoming the consequences of natural disasters… In total, in 2025, the Vietnam Fatherland Front Committee of Dong Nai province advised on mobilizing a total social welfare resource of over 900 billion VND throughout the province.

The achievements are not only impressive in terms of numbers, but also reflect the efforts of the Party Committee, government, and people of Dong Nai province in caring for social welfare with the motto of leaving no one behind.

In December 2025, the Provincial People's Council approved Resolution No. 26/2025/NQ-HĐND stipulating the beneficiaries and support levels during the Lunar New Year in Dong Nai province. Accordingly, near-poor households and poor households according to the local multidimensional poverty standard (or the central government's multidimensional poverty standard in cases where the locality has not yet issued its own poverty standard) will receive support of 1 million VND and 1.2 million VND/household respectively; the province will provide 720,000 VND/person for students studying at ethnic boarding schools in the province; students from ethnic minorities residing in Dong Nai province and studying at universities, pre-university, colleges, vocational schools, centers and vocational education institutions; and hearing-impaired students at the Pedagogical Practice High School…

Reforming social security work

Following the positive results in social welfare work, at the beginning of 2026, the province immediately began implementing policies and programs for poor and near-poor households and families with difficult circumstances.

Accordingly, "Promoting the strength of national unity" is one of the key elements of the theme of the First Congress of the Dong Nai Provincial Party Committee, term 2025-2030. Therefore, according to Comrade Ha Anh Dung, Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Vietnam Fatherland Front Committee of Dong Nai province, the Vietnam Fatherland Front Committee of Dong Nai province identifies the task of unleashing the inherent strength of national unity as a central and continuous mission. The province will focus on three breakthrough solutions, the first being a comprehensive reform of propaganda and mobilization methods, making campaigns and patriotic emulation movements more accessible and practical for each citizen.

Specifically, one of the six tasks identified by the Vietnam Fatherland Front of Dong Nai province for the 2025-2030 term is to mobilize all strata of the people to compete, innovate, and effectively implement major campaigns and patriotic emulation movements. In carrying out this task, the Fatherland Front at all levels in the province closely follows the Resolution of the Provincial Party Congress and the action program of the Vietnam Fatherland Front. At the same time, depending on the needs of the people, the Fatherland Front and its member organizations at the same level will carry out appropriate activities. Furthermore, the Fatherland Front at all levels will ensure that mobilized resources reach the right people in need of assistance, and maintain transparency in revenue and expenditure.

Volunteers and workers of the Dong Nai Provincial Red Cross Society receive donations from the public to support people in overcoming the damage caused by storms and floods.

According to Deputy Director of the Department of Health Pham Thi Mai Huong, the province will focus on coordinating and fully implementing programs, plans, regulations, and policies on social welfare work, effectively implementing policies to care for and promote the role of the elderly as prescribed; implementing community-based assistance policies for people with disabilities; and continuing to call for investment in building a system of non-governmental social welfare facilities and nursing homes with diverse models and high-quality services to reduce pressure on the state budget and meet the increasing healthcare needs of the elderly and vulnerable groups in the context of an aging population…

In addition, the province has proactively implemented the National Target Program for the Development of Ethnic Minority and Mountainous Regions and Sustainable Poverty Reduction to care for the lives of ethnic minorities, people in border areas, and disadvantaged communes. Specifically, the province continues to promote the construction of new schools; equip border schools with modern learning equipment; provide support for seedlings, livestock, production materials, and non-refundable capital to people in disadvantaged communes, poor and near-poor households; support the construction or repair of sturdy houses; and invest in new or renovated and upgraded transportation infrastructure…

Specifically during the Lunar New Year of the Horse 2026, member organizations of the Fatherland Front proactively and actively implemented social welfare activities. The focus was on mobilizing and donating Tet gifts to the poor and those in difficult circumstances, aiming to spread the spirit of "every family has a Tet, every person has a Tet".
