
Not only is Hai Phong notable for its high economic growth rate, but in recent years, it has also made a strong impression, becoming one of the most livable cities with its proactive investment strategy in social welfare. This result is thanks to the perseverance and creativity of the city government in implementing the Resolution of the 13th National Congress of the Party on welfare and social security, continuously improving the material and spiritual lives of the people.
Persistently pursuing the goal of human-centered development.
In implementing the Resolution of the 13th National Congress of the Party, for the 2020-2025 term, the Hai Phong City Party Committee has thoroughly practiced the principle of "the people are the foundation." During the past term, despite facing numerous difficulties and challenges, including new issues requiring rapid and flexible responses such as the COVID-19 pandemic and Typhoon Yagi in 2024, under the leadership of the Party committees and city authorities, appropriate solutions were promptly implemented to ensure the safety of the people, thereby creating a solid foundation for development and ensuring social welfare.
In response to the COVID-19 pandemic, alongside major policy decisions to implement disease and disaster prevention and control tasks, the city has always paid attention to and provided timely support to people and workers directly affected. The entire city of Hai Phong allocated over 638 billion VND to implement the Government's Resolution on supporting workers and businesses affected by the COVID-19 pandemic.
For example, when Super Typhoon Yagi struck, the city implemented a series of measures to protect the safety of its citizens and minimize damage. The city government promptly ordered the closure of 41 old apartment buildings classified as dangerous (level D), while also seeking solutions to help residents find safe housing.
The City People's Council issued 14 specific resolutions, helping tens of thousands of poor households and families entitled to preferential policies to improve their housing and living standards. In the period 2021-2025, Hai Phong implemented 23 social housing projects with a total of 26,715 units. Alongside social housing, the city supported the construction and repair of over 11,000 houses for the poor and those with meritorious service in the period 2020-2024. In 2025 alone, support will be provided for the construction of an additional 1,763 houses. In the period 2025-2030, Hai Phong will develop an additional 54,914 social housing units, exceeding the government's allocated target of 43,539 units.
Hai Phong allocates nearly 18,000 billion VND to ensure social security through regular social allowances, housing support, care for war veterans, support for vulnerable groups, and expansion of social insurance and health insurance. Notably, Hai Phong's social assistance standards are approximately 40% higher than the national standard. This helps the elderly, people with disabilities, and children in special circumstances receive better support, ensuring a stable and long-term life.
Thanks to the concerted efforts of the entire political system and the community, the city of Hai Phong (formerly) achieved its poverty reduction target one year ahead of schedule by 2025, as stipulated in the Resolution of the 16th City Party Congress. The poverty rate in the former Hai Duong province decreased significantly, from 2.15% in 2021 to 0.96% in 2024; the near-poverty rate decreased to 1.3%.
The city not only provides cash support but also focuses on creating livelihoods. Thousands of households have received preferential loans, vocational training, job chuyển đổi (job transition), and participation in production models suitable to local conditions. Between 2021 and 2025, Hai Phong created jobs for nearly 60,000 workers, bringing the urban unemployment rate down to below 3.5%, clearly demonstrating the view that economic development must be linked to equity and social progress.

A livable city
Speaking at the conference summarizing the year 2025 and outlining tasks for 2026 of the Hai Phong City People's Committee on January 9th, Comrade Le Tien Chau, Member of the Central Committee of the Communist Party of Vietnam, Secretary of the City Party Committee, and Head of the City's National Assembly Delegation, affirmed the city's motto: policies that are more superior and beneficial to the people will be prioritized and implemented. The City Party Committee and government always uphold the spirit of harmonious and equitable development between localities; ensuring that all citizens benefit from the correct policies of the Central Government regarding the merger of the two localities. The city is committed to ensuring that no one is left behind, so that every citizen of Hai Phong has the opportunity to contribute and benefit from the common development journey.

The Resolution of the First Congress of the Hai Phong City Party Committee for the 2025-2030 term also sets the goal of striving to eliminate poverty by 2028 (according to the multidimensional poverty standard for the 2026-2030 period). The city prioritizes resources for the development of high-quality healthcare, education, and training. It focuses on completing the Project to improve the capacity of the Hai Phong city healthcare system by 2030. It implements the model of a "City providing comprehensive healthcare for all citizens." It develops several specialized, cutting-edge, and high-tech healthcare fields, especially marine medicine. It diversifies forms and services of healthcare for the people. It improves the quality of the population and the health of its citizens in terms of stature, life expectancy, physical and mental well-being…
Social welfare policies are a proactive step in helping Hai Phong develop harmoniously, humanely, and sustainably, aiming to become a livable city for all its citizens. This is also a viewpoint clearly affirmed in the draft political report of the 14th Party Congress: Economic growth is more closely linked to ensuring social progress and equity, prioritizing the allocation of resources for social welfare and human development. Sustainable poverty reduction policies and solutions are implemented synchronously and effectively in the spirit of "leaving no one behind".
