Caring for people with disabilities is the responsibility of the entire political system.

The General Secretary requested the synchronous implementation of new solutions to reduce the number of people with disabilities, considering prevention from the root as an important strategy to improve the quality of the population and human resources.

Recently, after a working session on the implementation of the Party's policies and the State's laws on people with disabilities, General Secretary To Lam requested Party committees, Party organizations, authorities, and unions at all levels to focus on implementing well the following tasks and solutions:

There is a synchronous solution to reduce the number of new people with disabilities. This is a core, fundamental and strategic issue. Instead of focusing on dealing with the consequences, proactively preventing disabilities from the root helps reduce the burden on families, society and the social security system, while improving the quality of the population, the quality of human resources and the quality of the race.

Reducing the number of new people with disabilities is not only the responsibility of the health sector, but also the task of the entire political system, from maternal and child health care, traffic safety control, labor safety, disease prevention, environmental control, ensuring food safety, safety in schools, residential areas and workplaces.

Develop and improve policies and laws for people with disabilities, shifting from "medical - care" to "social - integration" approach. In addition to policies supporting medical care, rehabilitation or health insurance, it is necessary to focus on developing policies on inclusive education, appropriate vocational training, preferential mechanisms in recruitment, access to transport infrastructure, public works, digital transformation for people with disabilities to use online public services and assistive technology tools; support livelihoods, housing and legal aid, ensuring a minimum standard of living for people with disabilities. Encourage the private sector, social organizations and communities to participate in activities supporting people with disabilities, from job creation to creating and consuming friendly products and services.

General Secretary To Lam also requested to continue researching strong solutions so that all children with disabilities can be detected early, go to school, study and integrate. Research and supplement practical solutions to expand employment and livelihood opportunities for people with disabilities; Implement basic solutions on infrastructure - transportation - public works - online public services that are more friendly and accessible to people with disabilities.

Promote the application of assistive technology and digital transformation to improve the quality of life for people with disabilities. Continue to research solutions to prevent, detect and handle violence, abandonment and discrimination against people with disabilities. Strengthen communication and raise social awareness, spread the spirit of respect, sharing and accompanying people with disabilities.

General Secretary To Lam also requested ministries, branches, local Party committees and authorities to study, propose and deploy specific action programs to implement the Party's guidelines and policies and the State's laws on people with disabilities in the spirit that caring for people with disabilities is not only the responsibility and morality of the entire political system but also a measure of a civilized society, a requirement for sustainable development of the country, demonstrating the humanity and superiority of the socialist regime and the commitment of the Party and State to ensuring human rights for all citizens.
