According to the Decision approving the list of villages in ethnic minority and mountainous areas in An Giang province for the period 2026-2030, Vinh Hau commune belongs to Area II - a disadvantaged commune. After the merger, the entire commune has 12 hamlets with 14,448 households and 60,636 inhabitants. Of these, the Cham people have 1,191 households with 5,930 inhabitants, living concentrated in La Ma hamlet and Ha Bao 2 hamlet.

Over the years, the Party committees, government, Fatherland Front, and political and social organizations of Vinh Hau commune have consistently focused on implementing a comprehensive range of policies and guidelines for the Cham ethnic minority community. As a result, the material and spiritual lives of the people have gradually improved.
Poverty reduction efforts have yielded many positive results, with the poverty rate decreasing year by year. 100% of ethnic minority communities have been supported in participating in health insurance, contributing to social security and healthcare for the people. The locality has also focused on education , vocational training, and job creation to improve the intellectual level and quality of human resources.
Along with caring for people's livelihoods, the local authorities also focus on ensuring freedom of religion, creating conditions for the Cham people to practice their religion in accordance with the law. Activities at the mosque are stable. Traditional festivals and cultural traditions continue to be preserved and promoted.
Along the roads leading to the Cham ethnic minority residential area, the rural landscape has undergone many changes. Roads have been improved, making travel and trade more convenient than before. New houses are gradually replacing temporary shelters, giving many poor households more motivation to improve their lives and achieve stability. Mr. Machtareh, a respected figure among the Cham people in La Ma hamlet, shared: “Over the past time, the Cham people have always received attention and care from the commune government, both in terms of material and spiritual well-being. If there are cases requiring assistance, the People's Committee of Vinh Hau commune always tries to utilize resources to help. We are very grateful for the attention of the Party Committee and the People's Committee of Vinh Hau commune to the lives of the Cham people in La Ma hamlet.”
According to Mr. Huynh Ho Thanh Huy, Vice Chairman of the People's Committee of Vinh Hau commune, the implementation of ethnic policies and the National Target Program for socio-economic development in ethnic minority and mountainous areas has achieved many positive results. Annually, the commune, in coordination with the An Phu branch of the Social Policy Bank, disburses loans to Cham households needing to change occupations and develop their family economies. In addition, the commune focuses on upgrading rural transportation in areas with a large Cham population, creating favorable conditions for them to conduct business and trade.
Vinh Hau commune actively mobilizes philanthropists to support the construction of houses for poor Cham ethnic minority households, helping many families to have stable housing and livelihoods. Thanks to this practical support, many households have gradually overcome difficulties and stabilized their lives.
Besides caring for the people's livelihoods, the Party Committee and People's Committee of Vinh Hau commune regularly propagate and encourage the Cham people to strictly abide by the Party's guidelines and the State's policies and laws; actively participate in building their homeland and maintaining local security and order. Through many practical models, the local government promptly grasps the thoughts and aspirations of the people to propose solutions to relevant agencies. This contributes to fostering the people's trust in the Party and the State, creating motivation for them to develop economically and actively participate in social and charitable activities in the locality.
Mr. Du So, Secretary of the Party Branch of Ha Bao 2 hamlet, said: “The hamlet's leadership regularly mobilizes philanthropists to help poor and near-poor Cham households in the area. We also encourage Cham youth to actively study to build their future; and at the same time, we provide housing support for disadvantaged households so that people can work and develop their lives with peace of mind.”
Building on the achievements, Vinh Hau commune is determined to continue implementing a comprehensive range of solutions to further improve the quality of life for the Cham ethnic minority community. The locality focuses on effectively implementing the National Target Program for socio-economic development in ethnic minority and mountainous areas for the period 2021-2030.
The education and health sectors continue to receive investment; efforts are being intensified to eradicate illiteracy, universalize primary education, and ensure that children of school age attend school. Propaganda work is also being strengthened to ensure that the Cham people have full access to the Party's guidelines and the State's policies and laws. The commune continues to focus on preserving and promoting the cultural identity of the Cham ethnic group; maintaining traditional festivals and preserving the positive cultural values of the community. At the same time, attention is being paid to training and developing a team of Cham cadres to meet the demands of the new situation.
