
Severely disabled, living with his elderly mother, wife and two small children in a seriously degraded level 4 house, the life of Mr. Hoang Van Tuan, Lam Xa 5 area (Hoang Que ward) and his family was extremely difficult in the past, especially during the rainy and stormy season. Faced with that situation, since May 2025, the Provincial Association for the Support of People with Disabilities and Orphans (PWDs and Orphans) has coordinated to build a new house for him. After more than 2 months of construction, the spacious and solid level 4 house was completed with a total cost of 320 million VND, of which the Nhan Tam Ha Long Charity Club supported 60 million VND, the rest was contributed by family, relatives and local authorities. The new house not only helps his family have a safe and stable place to live but is also a great source of encouragement for them to improve in life.
Similarly, the family of Mr. Cam Van Vung in Tung Cau village (Binh Lieu commune) has a son who is severely disabled. He has just received 60 million VND from the Provincial Association for the Support of the Disabled and Handicapped, the People's Committee of Binh Lieu commune and the Chinh Tam Ha Long Charity Group to build a charity house to replace the old, dilapidated house. Mr. Vung emotionally said: "This support shows the affection and care of all levels, sectors and the community, helping the less fortunate like my son to have a better life."
With the support of the Provincial Association for the Support of the Disabled and Handicapped, and other charitable organizations and individuals, the care and rehabilitation work for people with disabilities has been regularly implemented, bringing practical results. In the first 9 months of 2025, medical facilities in the area performed strabismus surgery for 77 cases, and orthopedic surgery to restore motor function for 14 patients. Notably, the Quang Ninh Geriatric and Rehabilitation Hospital has set up a workshop to produce assistive devices, meeting the essential needs of people with disabilities. Here, doctors have examined and consulted more than 170 patients with diseases such as amputation, stroke, hemiplegia, foot drop, flat feet, trauma, etc. Thereby, many patients have been supported to use appropriate assistive devices, improving their mobility and enhancing their quality of life.

Currently, the whole Quang Ninh province has nearly 24,000 people with disabilities, of which the group with severe and extremely severe disabilities accounts for more than 90%. Implementing Decision No. 1190/QD-TTg of the Prime Minister on the Program to support people with disabilities for the period 2021-2030, the Provincial People's Committee recently issued a Plan to implement the Program to support people with disabilities for the period 2026-2030. Thereby, demonstrating the deep concern of the Party Committee, the government and the whole society in ensuring rights, improving the quality of life and creating conditions for people with disabilities to promote their abilities and integrate into the community.
The plan sets out specific, comprehensive targets in many areas. Every year, 100% of people with disabilities who are eligible for social protection benefits and other assistance regimes, especially those with severe and extremely severe disabilities who have no place to live, are cared for at social protection facilities.
Health care is focused on with 90% of people with disabilities having access to health services, 80% of children from newborn to 6 years old are screened, early detection of congenital disabilities, developmental disorders and early intervention. The province aims for 100% of people with disabilities in need of rehabilitation, orthopedic surgery, and provision of assistive devices in accordance with regulations. In addition, 90% of school-age children with disabilities have access to education , 100% of teachers teaching students with disabilities receive professional training, and the province promotes the establishment of an Education Development Support Center.

One of the highlights of the plan is the content of job creation assistance and livelihood support. Quang Ninh aims for 80% of people with disabilities who need and are eligible to receive vocational training and job referrals; 100% of households with people with disabilities to receive preferential loans to develop production and business. The province will replicate livelihood models, start-ups, and cooperatives with people with disabilities participating, open training courses on vocational skills, financial management, business start-ups, etc. At the same time, periodic job fairs will have a separate section to support people with disabilities in finding suitable opportunities, contributing to helping them be independent and assert themselves.
