To realize the goal of building Quang Ninh into a modern industrial and service province by 2025, one of the dynamic and comprehensive development centers of the North, since the beginning of the 2020-2025 term, the Provincial Party Committee has proposed comprehensive and synchronous policies and solutions. The most important of which is to focus on caring for and building a team of cadres at all levels with sufficient qualities, capacity, prestige, and equal to the task.

Right from the beginning of the term, the Provincial Party Executive Committee has focused on comprehensively and synchronously innovating personnel work, focusing on building a contingent of cadres with qualities, capacity, and prestige to serve the people and the development of the locality, associated with continuing to streamline the organization and apparatus, operating effectively and efficiently in accordance with the Central's policies.
The province has completed the construction of job positions; reviewed, supplemented regulations to clearly define and promote the responsibilities of leaders at all levels, sectors, localities, agencies and units; strengthened the mechanism of assigning and contracting work, assigning responsibilities to the end, linking the work of each person with the goals of the agency, using the results and performance of each agency and unit to evaluate leadership and management...
At the same time, the province also completed the review and supplement of the planning of leaders and managers at each level, based on strict and substantive assessment, focusing on specific products and results; innovated the training and fostering of cadres according to titles and job positions, especially at the grassroots level, department level and commune-level cadres and civil servants. Tightened discipline and order along with creating an environment and conditions for innovation and creativity, encouraging cadres to dare to think, dare to do, dare to take responsibility for the common good; expanded the subjects of the recruitment exam for leadership and management positions; innovated the recruitment and promotion of cadres and civil servants according to the principles of competition, publicity and transparency.
The province has also made efforts to innovate the work of evaluating cadres in a consistent, continuous, multi-dimensional manner, based on criteria, by products, through surveys, publicizing results and comparing with equivalent positions. The Provincial Party Committee Standing Committee and Party committees at all levels have proactively developed regulations for evaluating cadres in conjunction with standards, responsibilities and ethical standards for each position, in order to evaluate cadres correctly and objectively.
The province has built a mechanism for setting examples through the issuance of Regulation No. 04-QD/TU on training and maintaining moral qualities and lifestyle; preventing degradation, "self-evolution", "self-transformation" for cadres and party members, associated with a mechanism for monitoring and evaluating the implementation of exemplary responsibilities; regularly reviewing and adjusting standards on capacity, qualities, and staff structure to ensure compliance with the requirements for cadres serving political tasks in the new situation; innovating the way of self-criticism; raising awareness and responsibility for self-criticism of cadres, collective Party committees, collective leaders, and individuals participating in cadre assessment.
To strictly control power in personnel work, right from the beginning of the term, the Provincial Party Executive Committee has developed and issued Working Regulations, Regulations on decentralization of personnel management and appointment and introduction of candidates; directed and guided the development of working regulations of Party committees to ensure a mechanism to control power, especially for the pilot implementation of the model of Party committee secretaries concurrently being Chairman of People's Committees at commune and district levels.
Every year, Party committees at all levels in the entire provincial Party Committee conduct inspections and supervisions on personnel work; strengthen forms of review, situation grasp, survey, and urging by specialized agencies at higher levels, standing Party committees, heads of Party committees, and authorities at all levels; step up inspections at all levels, check for signs of violations; strengthen surprise inspections and surveys, and urge implementation; synchronously use and monitor the implementation of conclusions and recommendations after inspections, audits, supervisions, and audits, ensuring consistency in handling Party discipline and administrative discipline.
Thereby, promptly detecting violations when they arise, existing problems and limitations to correct, rectify and overcome, avoiding major violations, promptly assessing the direction and organization of the implementation of directives, resolutions and conclusions of the Party Committee, on that basis, the Party Committee has close and drastic directions, meeting practical requirements.
Consistent with the policy of arranging provincial and district party secretaries who are not local people in places where conditions permit, the Provincial Party Committee has seriously implemented this breakthrough in conjunction with the rotation and transfer of leaders and managers. Up to now, the whole province has had 12/13 district party secretaries who are not local people, and 168/177 (94.92%) commune party secretaries who are not local people.
The arrangement of Party secretaries who are not local people creates many advantages for cadres to mature and ensures synchronization with the completion of the power control mechanism.

At the same time, the breakthroughs in reforming salary and housing policies to motivate cadres to strive and devote themselves to their work; having mechanisms and policies to create fair and healthy competition and attract and make good use of talents; perfecting mechanisms for cadres and party members to truly be closely attached to the people and promoting the role of the people in participating in building the cadre team have also been effectively implemented by the Provincial Party Committee.
Up to now, the province has gradually innovated the recruitment process through examinations to ensure objectivity, publicity and transparency; perfected mechanisms and policies linking recruitment with talent attraction to improve the quality of cadres at all levels; allocated appropriate staffing ratios and funding sources for recruitment of positions requiring high-quality human resources, especially to implement new mechanisms and new models. The province has also proactively built and specified mechanisms to promote the role and enhance the position of the Vietnam Fatherland Front and socio-political organizations and people to monitor, evaluate, criticize and contribute ideas to improve the effectiveness and efficiency of the work of Party committees and authorities at all levels.
