At the conference, Minister of Culture, Sports and Tourism Nguyen Van Hung presented the main content of the Program.
Accordingly, the Program aims to mobilize and focus investment resources for cultural development, commensurate with the role and position of the cultural sector in the general development conditions of the country, aiming at the goal of investing in culture as a long-term investment for the future. Strive to increase investment in cultural development at both the central and local levels (at least 2% of total annual budget expenditure).
The program aims at a strong and comprehensive transformation in cultural revival and development and human development, perfecting Vietnamese personality, identity and character in the context of promoting industrialization, modernization and international integration. Building a healthy cultural environment associated with building and perfecting human personality; building and implementing national, cultural, family value systems and standards for Vietnamese people in the new era. The program sets out the goal of improving the quality of education and training and fostering high-quality human resources in the fields of culture, arts and human resources for cultural industries. Specific goal: By 2030, 100% of provincial administrative units will have all three types of cultural institutions, including Cultural Centers or Cultural - Art Centers, museums, libraries; 100% of district and commune administrative units will have Cultural - Sports Centers. Strive for at least 95% of special national relics and about 70% of national relics to be restored and embellished; about 70% of heritages in the National Intangible Cultural Heritage List will have projects and programs to protect and promote their values. At least 5 heritages will be listed by the United Nations Educational, Scientific and Cultural Organization (UNESCO) according to UNESCO Conventions.

Lack of talent
Giving his opinion on the implementation of the Program, Mr. Nguyen Dac Vinh, Chairman of the National Assembly's Committee on Culture and Education, noted that the Program aims at investment and development, and is not and cannot resolve all existing issues in the cultural field. Mr. Nguyen The Ky, Chairman of the Central Council for Theory and Criticism of Literature and Arts, proposed to add Resolution 23 of the Politburo on continuing to build and develop literature and arts in the new period to the content of the Program.
There is a proposal to consider establishing a National Sea Museum, because Vietnam has a long coastline, a large sea surface, a maritime nation but does not yet have a Sea Museum. Journalist Nguyen Hong Vinh, former Editor-in-Chief of Nhan Dan Newspaper, proposed to amend some contents in the Program, emphasizing that "if culture exists, the nation exists, the country will last, the people will be happy".
Mr. Dao Duy Quat - former Deputy Head of the Central Ideology and Culture Committee suggested changing the phrase "necessity of investment" to "urgency" to show the importance of cultural revival. Mr. Quat expressed concern that the search, discovery and nurturing of artistic talent is not really effective. According to Mr. Quat, the team of literary and artistic critics also lacks talent and has not received due attention, while this team plays an important role in disseminating works. "We have had many national target programs, the implementation process has many shortcomings and overlaps, so the Cultural Development Target Program needs to learn from experience to implement better" - the leader of Thua Thien - Hue province said. Minister of Education and Training Nguyen Kim Son suggested "shortening" the name of the Program for easy remembering, this is a large project, therefore, it is necessary to set out a long-term vision. "This program is more complicated, difficult to implement, and more challenging than other national target programs, because there are abstract, intangible issues, which are discussed and sometimes not implemented yet". Minister Nguyen Kim Son stated the reality that the current art training school system is "the poorest in the college and university system" because the number of students is not large, and art schools do not even have a stage.
In his speech, Deputy Prime Minister Tran Hong Ha highly agreed with the proposed investment policy of the National Target Program on Cultural Revival and Development, Building Vietnamese People for the 2025-2030 period, with a vision to 2045. The Deputy Prime Minister suggested that it is necessary to consider this a "great project" and focus all resources to implement the most priority goals and tasks, to achieve the highest efficiency, contributing to the development of culture, building Vietnamese people of the Party into life, meeting the requirements of the cause of building, protecting and developing our country sustainably in the new period.
In the coming time, it is necessary to prioritize the program's resources to invest in key tasks according to the identified target groups. The program focuses on activities in specific cultural and artistic fields including: cultural heritage; grassroots culture, performing arts, fine arts, photography and exhibitions, cinema, libraries, national cultural education, foreign cultural affairs, cultural industry... Thereby, creating cultural momentum for socio-economic development, bringing both material and spiritual values.
It is expected that the total cost of implementing the Program is 180,000 billion VND.
