Dong Nai is entering a new phase of development with the momentum and strength from key projects such as Long Thanh International Airport and the North-South high-speed railway. The Resolution of the First Congress of the Dong Nai Provincial Party Committee, term 2025-2030, identifies human resource development as a strategic breakthrough, requiring the education sector to shift its mindset from "providing what it has" to "meeting what the market needs." This is an urgent political task, compelling the education system to take a proactive approach in preparing a highly skilled workforce to serve the modern industrial sector.
Training to anticipate trends in key industries.
Faced with a shortage of skilled technical personnel, vocational schools like Lilama 2 International College of Technology are pioneering the application of a dual training model based on German standards. According to Nguyen Khanh Cuong, Principal of Lilama 2 International College of Technology, the school is focusing heavily on modules in aircraft maintenance, railway engineering, and high-tech welding, based on direct orders from foreign-invested enterprises. This close collaboration between the school and businesses ensures that graduates possess solid skills, immediately meeting the stringent requirements of the international labor market.
In conjunction with the efforts of the schools, Mr. Nguyen Tien Viet, Deputy General Director in charge of the Vietnam Airports Corporation (ACV) and Director of the Long Thanh Airport Project Management Board, conveyed a humane message and a strong commitment: “When interviewing for airport staff, ACV will give special priority to children of Dong Nai residents, because we deeply understand the sacrifices made by many families here who gave up their land to build this key project.”
Mr. Viet urged: "Opportunities are opening up right here in our homeland. Students, please strive to study and hone your skills so that in the near future, you will be the ones to master the technology and operate this modern airport."
At the university level, institutions are undergoing a "revolution" in restructuring their training programs. Associate Professor Dr. Lam Thanh Hien, Rector of Lac Hong University, shared: The university has proactively opened new programs and invested in depth in key fields such as artificial intelligence (AI), semiconductor integrated circuit design, mechanical automation, and logistics.
“In the digital age, human resources cannot just be skilled in their profession but must also master core technologies. Therefore, we focus on building internationally standardized laboratories and collaborating with major technology corporations to provide students with early access to AI and microchips. This is a crucial step in preparing Dong Nai not only to have a modern airport but also a team of engineers capable of operating and developing accompanying high-tech services,” emphasized Associate Professor Dr. Lam Thanh Hien.
“The education sector in Dong Nai is determined to take action to concretize the goals for the development of education in Dong Nai by 2030, as outlined in the Resolution of the First Provincial Party Congress, term 2025-2030. The sector will begin implementation in 2026 and will have a roadmap for completion each year.”

Alongside curriculum reform, quality assurance is also a top priority. Currently, many universities in the province have completed accreditation of their educational institutions according to Vietnamese standards. Furthermore, with the aspiration to reach higher standards, these universities are striving to achieve accreditation of their training programs according to the rigorous standards of the ASEAN University Network Quality Assurance (AUN-QA) and aiming for accreditation standards from the United States such as ABET. These efforts clearly demonstrate a commitment to training internationally qualified human resources, making degrees from Dong Nai students more competitive in the global labor market.
To create a space for breakthrough development, Dong Nai province is promoting the realization of its planning and attracting the development of world-class educational urban areas – "university villages" – in the Nhon Trach and Long Khanh dynamic regions. This policy aims to attract leading universities from both within and outside the country to establish branches, training facilities, practical training centers, and laboratories, thereby forming an educational ecosystem linked to logistics centers and high-tech industries. These will be "eagle nests" attracting intellectual talent and building a sustainable human resource foundation for the "take-off" of the entire Southeast region.
Breakthrough mechanism for human resource training.
In recent times, the allure of strategic infrastructure has transformed Dong Nai into an attractive destination for educational investment. Many reputable training institutions specializing in transportation and aviation have expressed their intention to open facilities in Long Thanh; high-speed rail training schools are also looking towards Long Khanh; meanwhile, the project to build an international high school in the Long Hung urban area (Long Hung ward) is being vigorously promoted. To realize these potential projects, Dong Nai needs to quickly remove bottlenecks in land procedures and detailed planning, and create the most favorable legal framework to help investors start construction early instead of just stopping at the survey stage.
Dr. Phan Ngoc Son, Founder of Dong Nai University of Technology, proposed that the province needs stronger preferential policies regarding clean land and tariffs to encourage private sector participation in developing high-quality educational infrastructure.
Dr. Dang Anh Tuan, Vice Rector in charge of Dong Nai University, affirmed: “The university is focusing on attracting lecturers with doctoral degrees or higher, considering this a prerequisite for opening new majors and standardizing quality accreditation. In particular, the acquisition and expansion of the second campus in the former Binh Phuoc province will solve the problem of training space, creating momentum for the university to make breakthroughs.” According to Dr. Tuan, the quality of pedagogy in the new situation requires teachers to be both morally upright and professionally competent, possessing excellent skills and a deep passion.
Investing in education in the new era requires the decisive involvement of the entire political system with a long-term vision and synchronized, practical solutions. From infrastructure planning to human resource training, every policy decision today is a solid foundation for Dong Nai's future prosperity. By seizing opportunities and acting decisively, Dong Nai's education system will surely excel in its mission of providing high-quality human resources for the country.
In the context of integration, the Director of the Department of Education and Training, Truong Thi Kim Hue, stated: "Foreign languages and information technology are the 'passports' of global citizens. The education sector is aggressively working to improve the quality of foreign language teaching and expand multilingual training from the secondary school level." In addition, the department encourages schools to promote STEM education, apply information technology, AI, and digital transformation in teaching and learning as well as educational management.
Specifically, regarding the implementation of Conclusion Notice No. 81-TB/TW dated July 18, 2025, of the Politburo on the policy of investing in school construction for border communes, Mr. Le Truong Son, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, stated that the Provincial People's Council has approved a comprehensive education investment plan for border communes with a total investment of up to 1 trillion VND. Mr. Le Truong Son emphasized: “In recent times, many schools with solid and modern facilities have been simultaneously started construction, a vivid testament to the concretization of Conclusion 81. We are determined to build the best educational environment, accompanied by special policies to attract excellent teachers, contributing to raising the intellectual level of the people and firmly protecting national territorial sovereignty and border security.”
