The Government has just issued Decree No. 151/2024/ND-CP detailing a number of articles and measures to implement the Law on Road Traffic Order and Safety.
This includes instructions on safe motorbike driving skills for students starting high school and vocational training institutions, including: methods to recognize and handle dangerous situations when driving; structure and function of motorbike parts, methods of vehicle maintenance, vehicle safety inspection; traffic culture; responsibilities of motor vehicle drivers; rescuing people in traffic accidents;

The Decree also provides instructions on how to start and stop the engine, how to use the accelerator, brake, change gears, use protective equipment; safe driving postures; starting, adjusting speed appropriately, stopping safely; driving in four patterns including: going through a figure 8, going through a straight line, going through a road with barriers, going through a rough road; and other related contents.
Time for instruction and assessment of safe motorbike driving skills according to the instructions of the Traffic Police agency directly implementing, in accordance with practical requirements at the educational institution and ensuring the content of the instructions specified above.
Regarding the responsibility of high schools and vocational training institutions in instructing students on safe motorbike driving skills, the Decree requires schools to organize students and their families to sign a commitment to comply with the law on road traffic order and safety.
The commitment includes the following contents: students do not drive motorbikes without meeting the required conditions; do not drive motorbikes without completing the safe motorbike driving skills training program; students' families do not hand over motorbikes to students to drive without meeting the required conditions as prescribed by law.
In addition, schools need to coordinate with the Parents' Association to regularly remind their children to fulfill their signed commitments and regularly exchange and grasp information with students' families about students' compliance with laws on road traffic order and safety when participating in traffic.
Including compliance with laws on road traffic order and safety as one of the criteria for evaluating and classifying students' conduct.
Regarding the responsibilities of students' families, according to regulations, families need to coordinate with relevant authorities to educate students about the law on road traffic order and safety, and guide students on safe motorbike driving skills; and not let their children drive vehicles that do not meet the prescribed conditions.
At the same time, regularly remind your children to fulfill their signed commitments and regularly exchange and grasp information with the school about students' compliance with laws on road traffic order and safety when participating in traffic.
Regarding the responsibility of the Ministry of Education and Training , the Decree requires the Ministry to preside over and coordinate with the Ministry of Public Security and relevant ministries and ministerial-level agencies to be responsible for developing a curriculum for teaching legal knowledge on road traffic order and safety suitable for each level of education.
In addition, develop documents, integrate and incorporate legal knowledge on road traffic order and safety into the official curriculum of preschool, primary and secondary schools. Develop a subject on legal knowledge on road traffic order and safety according to the prescribed knowledge content for high schools and vocational training institutions.
The Ministry of Education and Training also needs to organize activities to teach knowledge of laws on road traffic order and safety for preschool children, primary, secondary and high school students; and make compliance with laws on road traffic order and safety one of the criteria for evaluating and classifying students' conduct.
